Emergency Fuel Distribution

As part of the New York State Strategic Fuel Reserve during a declared energy emergency event, announced through a Notice of Release, pre-approved fuel distributors may submit a fuel request form and must meet all requirements to purchase fuel from the SGR or Strategic Fuel Reserve (SFR). To receive fuel from the reserve, you must have a Terminal Access Agreement (TAA) with the terminal operator at the specific terminal location(s) at which product will be lifted from the reserve.

Limitations

Potential limitations may include the following:

• Geographic restrictions limiting sales to take place for certain counties or municipal locations;
• Priority may be given to gas stations with backup generators;
• Customer restrictions may include providing fuel for first responder and governmental entities only;
• Any other limitations dictated by the circumstances associated with the declared emergency.
