Program Manager, Hydrogen & Clean Fuels - Albany and New York City Office

The New York State Energy Research and Development Authority (“NYSERDA”) is searching for a Program Manager, Hydrogen, to serve as the leader of its newly formed group to explore the potential roles for hydrogen, other clean gaseous and liquid fuels.  The State of New York (the “State”) has committed, through legislation, to reduce greenhouse gas emissions 85% below 1990 levels by 2050.  The role of hydrogen, fuels and electrification continue to be assessed by NYSERDA and New York State to ensure a resilient, affordable decarbonized energy system. Hydrogen presents a cross sectoral opportunity for decarbonization of New York State heavy industry, road transport, buildings, and the power grid among other opportunities.  In July 2021, NYSERDA announced that it would launch a multi-year hydrogen study with the National Renewable Energy Laboratory and would join the global Hy-Blend Initiative and The Hydrogen Safety Council.

NYSERDA is forming a new team to assess hydrogen and is looking for a leader of this team.  Activities of the team will include the development of policy recommendations and market development and research & development initiatives and investment programs.  The team will also be called upon to educate, inform and provide technical guidance to State agencies, authorities and regulators on hydrogen and work closely with a broad group of interested stakeholders including environmental justice advocates, the federal government and corporations.  Currently, the NYSERDA Innovation team employs a number of full and part time hydrogen technology experts and plans to add support to this team through additional outreach resources and partnerships with federal initiatives.  

Assuming a return to safe travel, the Program Manager, Hydrogen & Clean Fuels will be expected to travel approximately 20-25% of professionally committed time to meet with team members, stakeholders and potential partners. The Program Manager, Hydrogen & Clean Fuels will report to the Vice President of Innovation.  

Primary Responsibilities

  • Work with NYSERDA policy and planning team, the Hydrogen R&D team and others to develop next steps for the use of hydrogen and other clean fuels as part of New York State’s decarbonization efforts including near and long-term policy, market development and research and development strategies and investment plans
  • Lead engagement with the Department of Public Service, Department of Environmental Conservation and other relevant state agencies and authorities to coordinate on hydrogen and fuels related initiatives, polices and regulation
  • Lead stakeholder engagement on hydrogen and fuels with environmental justice, corporate and other stakeholders; Partner with NYSERDA’s utility coordination team to coordinate on utility plans and needs with respect to these solutions
  • Oversee the management of NYSERDA’s Hydrogen Roadmap
  • Stay up to date with relevant global hydrogen policy, market and research events and be the State’s expert in global events in the field
  • Represent NYSERDA at conferences, in public meetings and in other forums
  • Serve as a mentor and a role model to team members and others in the ecosystem
  • Perform other responsibilities as needed

Minimum Qualifications

  • 8 years of relevant experience and a proven track record of accomplishments in one or more related fields (e.g. hydrogen, other clean gaseous, liquid fuels, etc.)
  • A strong national network of hydrogen and clean fuels policymakers, businesses and researchers
  • Highest level of communication and interpersonal skills involving the ability to work cross-functionally to understand requirements, present alternatives and recommendations
  • Demonstrated experience developing and implementing policy solutions
  • Project management and leadership skills including the ability to work as a team leader and team member, maintain project timelines, budgets, and deliver on commitments
  • Expertise in the theory and practice of the development of scaled markets and deployment of infrastructure assets
  • Substantial experience leading multidisciplinary teams
  • Excellent presentation and interpersonal skills; the ability to communicate persuasively, concisely and unambiguously in speech and in writing
  • Resolute integrity; team player
