NYSERDA’s Build-Ready Program is seeking a highly motivated Project Development Manager to join our Team. The Build-Ready Program delivers benefits to communities across New York by advancing a portfolio of renewable energy projects on underutilized, difficult sites for construction and operation by the private sector. Working with local partners and stakeholders, Build-Ready identifies sites on brownfields, landfills, and previously existing or abandoned commercial and industrial properties, and advances pre-construction development activities including site control, host community benefits, preliminary design, permitting, and interconnection. This role is an opportunity to join a one-of-a-kind State led renewable energy program and directly support New York’s transition to a clean energy economy. The Project Development Manager’s ultimate priority is to develop buildable, large-scale renewable energy projects, with an initial focus on solar projects and solar paired with energy storage. The core responsibility for this role entails leading project development activities on dozens of sites through Build-Ready’s project development process until they are ready to competitively auction to the private sector. This includes negotiating and closing site control, Payment-in-Lieu of Taxes (PILOT) and Host Community Agreements (HCAs) with landowners and local governments including Industrial Development Agencies (IDAs). It also requires leading the interconnection process with the New York Independent System Operator (NYISO) and utilities, local, state, and federal permitting processes, project engineering and system design.

The Project Development Manager will build and nurture relationships with local stakeholders, including landowners and local governments, state and federal agencies, utilities, and others to bring underutilized, difficult sites to commercially viable projects. This role reports directly to the Build-Ready’s Director and is expected to work closely with the team’s Program Manager and other Project Managers, NYSERDA staff, and external consultants. This role will be one of the primary project development and management experts in the Build-Ready Program and must already possess, or quickly develop, fundamental market knowledge and skills to create and execute a successful portfolio of projects.

The ideal candidate will be entrepreneurial, tenacious, determined, self-motivated and independent, while also a team player, a great communicator, and highly organized able to manage multiple projects in parallel and to prioritize competing demands.

Primary Responsibilities

  • Lead development and management of a portfolio of large-scale solar and solar + energy storage projects in New York State.
  • At the project level, lead, manage and coordinate amongst an internal team and external consultants: site control, interconnection, environmental review and permitting, initial system design, and anything else necessary to prepare a project for auction, transfer a project to an awarded developer, and oversee a project post-transfer
  • Develop scopes of work and manage consultants conducting prospecting, environmental review and permitting, engineering design, transmission/interconnection process and approvals, host community, and legal and transaction support
  • Develop project timelines, schedule, budget, and ensure projects remain within budget and on schedule
  • Maintain accurate information about projects in NYSERDA’s system of record
  • Work with legal and executive teams to negotiate contract terms and close transactions
  • Identify and pursue favorable commercial opportunities; develop relationships with key utilities, municipalities, landowners, community representatives and other stakeholders and potential auction bidders
  • Represent NYSERDA in community settings and in front of large multi-stakeholder settings
  • Manage and update financial models to assess viability of renewable energy project opportunities
  • Perform other responsibilities as assigned

Minimum Qualifications

  • 5 years of experience in energy project development – renewable energy preferred
  • Previous experience and successful track record in leading project development and/or transaction management in renewable energy industry, power industry, or a similar or adjacent project development and management context, that includes long sales cycles, requires relationship building, lead generation, navigation of complexity, and deal closing
  • Strong knowledge of solar industry preferred
  • Experience with negotiating and closing private and municipal landowner and real estate agreements in support of renewable energy projects including title review, property appraisal and valuation, right-of-way formation, and land use restrictions preferred
  • Experience with negotiating and closing PILOTs and host community agreements in New York preferred
  • Experience with reviewing renewable energy project engineering and system designs preferred
  • Familiarity with the New York Independent System Operator (NYISO) interconnection procedures and/or utility standardized interconnection requirements (SIR) process and reviewing and interpreting renewable energy project interconnection analysis preferred
  • Familiarity with SEQRA, Accelerated Renewable Energy Growth and Community Benefit Act and Section 94-c of the New York State Executive Law preferred
  • Previous experience developing and managing renewable energy projects or similar infrastructure or economic development projects on previously contaminated lands such as brownfields, landfills preferred
  • Advanced ability to solve complex problems and assess risk and uncertainty in project development
  • Skill in managing multiple, complex and diverse projects, delivering on commitments and operating with speed, accuracy and strong judgement
  • Detail-oriented with strong planning, critical thinking and process driven skills
  • Demonstrated ability to both lead and follow in cross functional teams
  • Excellent interpersonal, written and oral communication and organizational skills
  • Ability to work independently with limited oversight
  • Understanding of contract terms and ability to recognize discrepancies
  • Ability to interpret technical reports and studies and communicate project impact
  • Familiarity and ability to stay current with professional and industry best practices
  • Strong knowledge of project financial models, understanding of the time-value of money and fundamental finance theory (NPV, IRR, etc).
  • Strong computer skills with MS Office
  • Bachelor’s degree required; MBA or Master’s degree preferred
  • Ability to travel up to 30% to communities within New York State


The salary range is $68,901 - $115,490. Candidates will be considered based on qualifications and experience. An excellent benefits package is offered.
