Chief Financial Officer - Albany or New York City Office (#614)

New York State is leading the nation in its commitment to action on climate change, by reducing greenhouse gas emissions 40% below 1990 levels by 2030 and 85% by 2025, as well as through clean energy deployment, with reducing on-site energy use 185 Tbtu by 2025 through energy efficiency, producing 70% of the state’s electricity from renewable sources by 2030, and attaining zero emissions in the electricity sector by 2040. Achieving these ambitious goals is bringing about a significant overhaul of New York’s energy systems, accelerating market and technology innovation and scaling clean energy markets.

New York State Energy Research and Development Authority (NYSERDA) seeks a Chief Financial Officer (CFO), to help deliver on its mission and achieve New York’s nation leading goals. The CFO is a self-motivated and knowledgeable individual with strong analytical, interpersonal and communications skills who will manage the public resources supporting NYSERDA’s market engagements, to actively contribute to NYSERDA’s strategy development and to oversee effective operations to allow NYSERDA to contribute to the State’s goals.

The CFO reports to the President and CEO, and shall be responsible for the following functions: budgeting, financial reporting, accounting operations, treasury management, utility conduit bond financing, residential/small commercial financing program and financing solutions, [contract management, strategic operations, human resources, information technology, facilities management,] and internal controls. The CFO will manage approximately 90 team members with 8 direct reports. The CFO shall monitor and effectively manage fiscal and operational matters for the Authority’s diverse programs, with an annual budget of approximately $1.5 billion across 35 discrete funding sources, with transactional volume of approximately 3,400 annual contracts and 80,000 annual vendor invoices.

Primary Responsibilities 

  • Provide leadership, direction and management of all financial activities, maintaining a culture, policies and procedures which promotes sound fiscal management and fiscal stewardship, transparency, and accountability.
  • Provide strategic recommendations for fiscal and operational strategies by evaluating trends, designing systems, allocating resources, resolving problems, and implementing change.
  • Oversee Finance team to:
    • Manage the process for the preparation and approval of the annual operating and capital budget and financial plan.
    • Manage Authority cash flow and invest cash balances in permitted investments (generally US Treasury obligations) to address liquidity needs, preserve capital, and maximize returns.
    • Oversee preparation of annual NYSERDA and separate stand-alone NY Green Bank audited financial statements, and preparation and distribution of quarterly Board financial statements and internal management reports, ensuring that such reports provide timely, accurate and actionable financial and operational information, and ensuring compliance with relevant FASB and GASB accounting standards.
    • Ensure effectiveness in revenue, payment, payroll processing, and financial reporting functions.
  • Guide and Oversee the Clean Energy Finance Portfolio:
    • Oversee Financing Solutions team, including effective management of the Residential Financing Program. The program has issues more 29,000 consumer loans totaling over $350 million to support residential energy efficiency, solar, and other renewable energy installation projects. The program is funded primarily from the securitization of loans through green bonds (to date, the program has issued 7 bonds totaling $193 million). The CFO will be responsible for monitoring the portfolio, completing continuing disclosure and rating agency reporting, and structuring additional bond issues or other structures to maintain the program revolving loan fund liquidity. The team also manages a loan loss reserve fund and promotes other financing structures to increase the scale of capital deployment to support policy goals.
    • Serve as a member of the NY Green Bank Investment & Risk Committee and perform delegated approval of NY Green Bank financing transactions on behalf of the President and CEO; also serve on Valuation Committee responsible for assessing for impairment of portfolio transactions; and collaborate to support debt/capital management, portfolio monitoring, and financial and operational reporting.
    • Manage utility tax-exempt conduit bond financing program for refundings or refinancings of current $1.2 billion portfolio.
    • Guide and Oversee NYSERDA internal operations: Oversee Contracts Management team for effective processing of contracting actions in compliance with Board-approved Contracting Guidelines and State policies.
    • Oversee Strategic Operations team to improve the effectiveness of existing programs/operations through lean practices, assist with the implementation of new technologies/programs/processes, and build organizational capacity for best practices, lean principles, systems and processes.
    • Oversee Human Resources team to ensure effective employee recruitment, delivery of compensation and benefits, and informed performance evaluation and professional development functions.
    • Oversee Information Technology team through strategic direction, managing technology infrastructure, managing help desk operations and training, maintenance of Authority website, and application planning, system and development.
    • Oversee Facility Management team to effectively address management of 1 owned and 5 leased office facilities
  • Oversee Information Security function to effectively protect and maintain the confidentiality, integrity, and availability of information and related infrastructure assets, manage the risk of information security exposure, promote information security training and awareness, and monitor, evaluate and respond to information security threats.
  • Serve as the Board-appointed Internal Control Officer, to assist in the design, implementation and assessment of internal controls and meeting requirements under the New York State Governmental Accountability Audit and Internal Control Act.
  • Review and execute certain Authority contracts.
  • Perform other responsibilities as assigned.

Minimum Qualifications

  • 10 years of experience in public/private organization accounting or financial management, including at least 3 years of experience in middle management or senior management role
  • Familiarity with bond structuring, and project and structured finance principles highly desirable
  • Bachelor’s degree in accounting, finance or a related field of study; MBA or CPA preferred
  • Top-notch presentation and interpersonal skills that resonate with audiences of different backgrounds; the ability to communicate persuasively, concisely and unambiguously in speech and in writing
  • Proficiency with PeopleSoft accounting software & MS Office
  • Solid understanding of generally accepted accounting principles and financial reporting technical skills
  • Relentless work ethic and resolute integrity
