Senior Advisor for Strategy, Clean Energy Siting - Albany or New York City Office (#556)

New York is leading the nation in the fight on climate change and the transition to a clean energy-powered economy.  With the passage of the Climate Leadership and Community Protection Act, New York has codified the most aggressive climate change program in the nation with goals to reach zero carbon emissions in the electricity sector by 2040; install 9 gigawatts of offshore wind by 2035; 6 gigawatts of solar by 2025; and 3 gigawatts of energy storage by 2030. Additionally, the law creates the Climate Action Council comprised of the leaders of various state agencies and authorities as well as legislative appointments to develop a plan outlining how the state will achieve an 85% reduction in GHG emissions from 1990 levels by 2050, and eventually net zero emissions in all sectors of the economy.

The New York State Energy Research and Development Authority (NYSERDA) is the lead agency tasked with achieving New York’s nation-leading renewable energy goals and NYSERDA’s Clean Energy Siting team is at the forefront of this endeavor.  The Clean Energy Siting team leads a focused effort to develop innovative solutions to clean energy siting and adoption challenges related to utility-scale renewables and distributed generation, including land-based wind, utility-scale and distributed solar, battery energy storage, hydroelectric power, and other renewable resources.  As the state moves towards its nation-leading clean energy goals, the appropriate and responsible siting and permitting of clean energy projects will be a critical component.

NYSERDA is seeking a Senior Advisor for Strategy, Clean Energy Siting to lead the Clean Energy Siting team and the coordination of NYSERDA’s collective efforts on clean energy siting issues. The successful candidate will guide the agency to promote balanced, clear and effective strategies to help ensure responsibly sited energy generation facilities that are consistent with State policy goals, provide benefits to communities and are appropriately protective of the natural environment.  The ideal candidate will be responsible for developing and implementing strategies to overcome clean energy market barriers and accelerate the scale and penetration of clean energy across New York State.  The Senior Advisor will serve as both an internal focal point to aid with organizational and program strategies, and will also serve as the public face of NYSERDA’s efforts in working with a variety of stakeholders, including other State agencies, local governments, and other non-governmental stakeholders and communities. This position will require the ability to work independently as well as to collaborate with multiple stakeholders sharing differing viewpoints.  Communication to both the general public and clean energy industry experts will be required.  The successful candidate will work closely with staff from multiple NYSERDA programs and will also interact with professionals and others from the broader networks of the energy, municipalities and community development fields.

Primary Responsibilities 

  • Provide direct support to local governments, communities and developers in navigating the challenges associated with siting clean energy projects
  • Develop best practices, guidance documents, reports, case studies, technical briefs for State and local decision-makers and industry members across all clean energy technologies
  • Provide trainings and presentations at workshops, conduct boots-on-the-ground outreach and deliver one-on-one technical assistance for local governments across New York State
  • Foster alliances and partnerships with local government officials, community leaders, trade associations, and regional and national organizations (federal agencies, national laboratories, industry, academia, non-profits, and others) to define opportunities and deploy solutions in order to tackle clean energy market barriers
  • Represent NYSERDA through press interviews, public meetings, technical conferences, and other collaborative forums
  • Impart a deep and broad base of knowledge regarding clean energy siting and planning processes into statewide deliberations
  • Lead a dedicated and mission driven team and oversee the work of consultants, engineers and other technical contractors, including writing statements of work, issuing contracts, budgeting, and invoicing
  • Perform other tasks as assigned

Minimum Qualifications

  • 8 years of directly related experience in clean energy project development preferably including planning, zoning, taxation and/or permitting processes at the local level
  • Bachelor's degree in electrical or mechanical engineering or another technical field, or a bachelor’s degree related to land-use, natural resources, or local/regional planning
  • Able and willing to travel across New York State over 50% of the time
  • Demonstrated experience and expert knowledge of the following technologies: solar, battery energy storage and wind
  • Demonstrated knowledge of applicable federal, State, local laws and regulations for siting clean energy projects including Article 10 and Article VII of the Public Service Law, State Environmental Quality Review (SEQR), Real Property Tax Law § 487, etc.
  • Experience working with local government officials, community groups, trade associations, industry, the regional and national organizations
  • Project management and leadership skills including the ability to work as a team member to maintain project timelines, budgets and deliver on commitments
  • Strong stakeholder outreach and engagement capabilities including experience directly engaging with government officials with strong public speaking and presentation skills
  • Highest level of communication and interpersonal skills involving the ability to work cross-functionally to understand requirements, present alternatives and recommendations
  • Demonstrated problem-solving ability with a proactive and collaborative style that works well in teams
  • Exceptional strategic mindset and the leadership skills
  • Experience with Salesforce/CRM programs highly valued
