2025 RES Solicitation for Tier 1 RECs

NYSERDA’s ninth annual Renewable Energy Standard (RES) request for proposals, RESRFP25-1 , was issued on September 26, 2025 and resulted in contracts for 13 solar, wind and hydroelectric projects, to develop 719 megawatts of new renewable energy capacity throughout New York State.

The State's investment in these new land-based renewables projects is expected to spur over $2 billion of direct private investment. NYSERDA will release pricing details of these awarded projects on the Large-Scale Renewables Open NY database once they are commercially operational. • Spier Falls in Saratoga County
• Hecate Energy Greene 1 in Greene County
• Hecate Greene Energy 2 in Greene County

Central New York

• High Dam Hydroelectric Facility in Oswego County

Finger Lakes

• Wethersfield Windpark in Wyoming County

North Country

• Rich Road Solar Energy Center in St. Lawrence County
• Greens Corners Solar Park in Jefferson County
• Chateaugay Windpark in Franklin County
• Ellenburg Windpark in Clinton County and Franklin County
• Theresa Hydroelectric Project in Jefferson County
• Diamond Island Hydroelectric Facility in Jefferson County

Southern Tier

• Canisteo Wind Energy Center in Steuben County
