Expanding mobility options for the Rivertown communities.
Project MOVER brings affordable and clean micromobility to Rivertown communities and has several goals:
- Provide access to e-bikes for everyone in the Village of Ossining and adjacent Rivertown communities, with a focus on underserved populations
- Reduce traffic and transportation costs
- Put more jobs, social activities, and groceries in reach of people without a car
- Complement ongoing and planned downtown revitalization and bike facility expansion efforts to enhance each community and improve regional connections
- Offer more sustainable mobility options.

E-Bikeshare

Project MOVER is a partner consortium led by InnoEnergy and includes Nelson\Nygaard, Shared Mobility, Inc., Cityfi, six municipalities in Westchester County including the Town of Ossining and the Villages of Ossining, Tarrytown, Sleepy Hollow, Croton-on-Hudson, and Dobbs Ferry, several local community-based organizations including Neighbors Link, Open Door Family Medical Center, IFCA, and Hudson Link, and partners MTA Metro North Railroad, Croton E-Bikes, Danny’s Cycles, and Sleepy Hollow Bikes.

How Project MOVER is Advancing Clean Micromobility in Westchester County
NYSERDA’s New York Clean Transportation Prizes (NYCTP) initiative provides support to projects that help New York State transition to sustainable transportation. One such project is Project MOVER’s e-bike program in six Hudson Valley Rivertown communities in Westchester County. Project MOVER is supported by Prize awardee InnoEnergy

Hudson Valley E-Bikes
Project MOVER
is designed to help those in Westchester County more easily navigate the hilly landscapes of the Hudson Valley Rivertowns. The communities in this region have long found it challenging to access services, opportunities, and transit options without the use of a car. The services provided under this project have intentionally focused on individuals living and working in state-designated Disadvantaged Communities and those meeting income eligibility requirements.
Specifically targeted for lower-income residents, workers, and those who are unable to drive or purchase a car, Project MOVER’s mission seeks to provide an accessible, quick, and fun option to travel around town: e-bikes. With the creation of an electric bikeshare program, plus other related e-bike initiatives, Project MOVER is helping people get from point A to point B in a reliable and affordable way.
Community Support & Implementation
Utilizing funds from their NYCTP award, InnoEnergy is supporting Project MOVER’s clean transportation implementations in six Westchester County Rivertowns: the Town of Ossining and the Villages of Croton-on-Hudson, Dobbs Ferry, Ossining, Sleepy Hollow, and Tarrytown.
Project MOVER is a collaborative effort involving Westchester County municipal officials, community representatives from six towns and villages, four non-profit partners and local bicycle retailers.
Throughout the six participating communities, three distinct Project MOVER programs are on offer [or available to local residents]:
- E-bikeshare: E-bike rental for short trips between dedicated bikeshare stations.
- E-bike Incentive Program (EBIP): Point-of-Sale vouchers for $1,000 off the cost of a personal e-bike for income-eligible residents.
- E-bike Lending Library: E-bike or e-cargo bike rental for days or weeks.
Pilots of both the e-bikeshare and EBIP were completed in the Village of Ossining and have expanded into the five other participating Rivertown communities, with an E-bike Lending Library recently launched on a pilot basis in the Village of Ossining. These programs have been successful and are energizing the Rivertown communities. E-bikeshare ridership has been increasing since 2024, when e-bikes and related equipment launched. The EBIP is the first e-bike rebate program in New York State, and was featured in NYC Streetsblog
when they provided a voucher to the first New Yorker to redeem and buy her very own e-bike, a win for the whole community.
Clean Micromobility for All
This project shows how small-scale, locally implemented e-bike programs can be established in New York State for the benefit of residents, workers and visitors. The support for these programs by local officials, community partners, businesses, and residents provides evidence that e-bikeshare and e-bike incentive programs can be replicated in other New York towns and villages.
With NYCTP initiative support, Project MOVER is bringing affordability and sustainable micromobility to the Hudson Valley Rivertown communities, helping to progress the large-scale transition to clean transportation across New York State.
