Energy Economy Planning and Growth Program (PON 6201)
Plan, Attract, Grow New York’s Clean Energy Supply Chain
The Energy Economy Planning and Growth Program funds New York economic development organizations, industry partners, and communities to plan for and capitalize on clean energy supply chain growth—through regional planning, industry-specific strategies, and implementation support—helping the state retain, expand, and attract clean energy businesses and jobs.

How It Works
Funding is available across three categories.
- Category A: Regional Planning – Technical assistance for Regional Energy Economy strategies
- Category B: Industry Plans – Funding for plans designed to attract and grow a specific industry across several regions in New York
- Category C: Implementation Support – Targeted investment for implementation activities
For Categories A and B, you’ll need to work with one of NYSERDA’s prequalified contractors, including during development of your Proposal Narrative.

Program Eligibility
Economic Development Entities are eligible to submit proposals. Economic Development Entities are defined as economic development organizations; industrial development agencies; business or cluster associations; economic development departments of government agencies; or similar entities capable of driving regional commitments, collaboration, and implementation.

| Category A: Regional Planning | Form a Steering Committee to guide the project, review deliverables, and provide feedback. Proposals should show strong representation from the REDC Region—either through Steering Committee participation or Letters of Support. Representation from every county in the region is strongly encouraged and considered during evaluation. Representation from every county is defined as representation from several local organizations or one regional organization that represents the entire Region. |
| Category B: Industry Plans | Form a Steering Committee to guide the project, review deliverables, and provide feedback. Proposals should include key stakeholders such as industry, local governments, utilities, workforce entities and/or higher education. |
| Category C: Implementation Support | Involve an Economic Development Entity as the principal proposer or key partner. |
