Incentives for Energy Efficiency and Resilience Upgrades

The Affordable Multifamily Program Upstate (AMP Up) provides financial incentives alongside hands-on technical and program support to help eligible multifamily building owners in upstate New York make cost-effective energy efficiency, electrification, and resilience upgrades. AMP Up delivers energy and utility bill savings while improving quality of life for residents of upgraded buildings.

Two Upgrade Pathways, One Program

Your upgrade pathway will be determined and assigned based on building size. Incentives for energy upgrades and access to multifamily contractors are available in both pathways. Both upgrade pathways are eligible for resilience enhancements and can access the concierge service, but there are different eligibility criteria and levels of incentives.

Low-Rise Pathway Large Building Pathway
  • 3 stories or fewer, AND
  • 20 units or fewer
  • Accelerated staged payment schedule—more funds dispersed earlier
  • Up to 85% of project costs covered
  • 4+ stories, OR
  • 21+ units
  • Up to 70% of project costs covered

 

Incentive Structure

Incentives can be layered and stacked across incentive categories—the more ambitious your project scope, the more incentive support you can unlock.

*Resilience enhancements are add-ons to selected energy upgrades, not standalone improvements. Eligibility is determined during the application screening process. 

 

Eligibility Requirements

Building Requirements Income Requirements
  • Existing multifamily building in upstate New York
  • 5 or more units*
  • At least 50% of gross heated square footage is residential
  • At least 25% of units are, or are expected to be, occupied by households earning not more than 80% of Area Median Income (AMI) or State median Income (SMI), whichever is higher
  • Income eligibility is determined at the project level
  • Both System Benefits Charge (SBC) and non-SBC customers are eligible for the program

* Project may span multiple buildings but must have at least 5 units total. Projects with fewer than 5 units may be eligible for EmPower+.

Not eligible for this program: Buildings located in Con Edison, KEDLI, or KEDNY service areas and buildings that do not meet the income eligibility threshold as outlined above. 
 

How to Apply

  1. Submit an interest form: Fill out the interest form to let us know about your building and project goals. This helps us match you with the right pathway and support.
  2. Select a contractor or concierge provider: Choose a participating contractor from NYSERDA’s Multifamily Contractor Network. If you have not selected a participating contractor in advance, the program may assign you a concierge service provider to support you throughout the process of applying for and implementing program services.
  3. Get your application submitted. Your participating contractor or concierge service provider will work with you to submit the AMP Up application on your behalf through the Multifamily Energy Portal.

 

How the Program Works

Once your application has been submitted, you'll work with your participating contractor or concierge service provider to assess building needs, plan the upgrade, and identify all available funding sources. Then the construction can begin on the approved workscope. Incentives are disbursed according to your pathway’s schedule, which can be found in the AMP Up Program Manual.
