NYSERDA works with local governments one-on-one to help them meet their clean energy goals. Free technical assistance is available to local governments on clean energy zoning, permitting, property taxes, procurement, State Environmental Quality Review (SEQR), or any other question your municipality may have. Below is our listing of free workshops that are available for local governments that qualify for Continuing Education Credits.

Workshops for Continuing Education Credits

Understanding Solar PV Permitting and Inspecting in New York State

NY Dept. of State Division of Building Standards & Codes (DOS BSC) 2 in-service hours

  • Topic 1 (Code Enforcement and Administration) – 1 hour
  • Topic 2 (Uniform Fire Prevention and Building Code) – 1 hour

This course will cover, in depth, the entire process of permitting and inspecting solar PV systems in New York State from start to finish. We will begin with an overview of the NYS Unified Solar Permit and how it can be used to meet the needs of each jurisdiction. From there we will explore how to accurately review a permit package. After a permit package is deemed acceptable and once the project is constructed, an inspection will be required. A best practice guide for field inspections and solar labeling will be covered. As a complement to the field inspection, we will introduce the process of utilizing photographs for inspections. To provide inspectors with a greater understanding on what to look for during field or photo inspections, we will present an overview of the most common installation errors across New York State.

Understanding New York State's Real Property Tax Law Section 487

NY Dept. of Taxation and Finance Office of Real Property Tax Services 3 in-service hours

This course will help attendees better understand Real Property Tax Law 487 and how it relates to solar energy projects. Specifically, we will provide an overview of the solar project economics in NYS, guidance on appropriate payment-in-lieu-of-taxes (PILOT) rates, for both an entire jurisdiction and for individual solar projects, and provide assistance for taxing jurisdictions considering the assessed value of solar projects larger than 1 MWac.

Overview of the Model Solar Energy Law

New York Dept. of State, Annual Training for Planning & Zoning Board of Appeals Members: 2 in-service hours

The governing body of each town, village, city or county determines what courses, training providers, and training formats qualify for the annual training requirements for planning board and zoning board of appeals members. 

This course will review the Model Solar Energy Law developed by NYSERDA as a best practice guidance. This model law was developed by reviewing solar laws statewide and nationally to develop an all-inclusive model for municipalities to use to adopt a solar law.
