Addressing Barriers to Decarbonization in Multifamily Buildings
Multifamily properties often face challenges to decarbonization that require tailored solutions and additional resources. In some instances, building owners interested in decarbonizing their properties may not know where to start. Even if the building owners do complete an energy assessment or FlexTech study, they may lack the time and resources to move forward with recommendations to reduce energy use and emissions.
To help building owners navigate the process, the Owner’s Representative Services for Multifamily Buildings Program makes available a qualified group of technical experts at no initial cost to act on their behalf as they plan, design, and install energy efficiency upgrades. Projects can access up to $35,000 for the services noted below. The funding is flexible – allowing building owners to target only the support services needed, one by one, or in any combination to help move the project forward.
Scope of Services
Building owners can access a comprehensive range of support services with their energy upgrades, from project planning to construction and preparing for long-term operations and maintenance of new building systems.
- Project Planning: Lay the groundwork for successful projects by ensuring that all necessary elements are considered and effectively managed to achieve the project’s goals.
- Competitive Bid Process: Ensure a transparent and efficient selection of service providers and installers, including developing requests for proposals (RFPs) and bid evaluation.
- Capital Funding Stack Guidance & Analysis: Equip building owners with the financial tools and knowledge to implement projects, including incentives, financing options, and utility bill analysis.
- Communication & Relationship Management: Maintain clear and effective communication to ensure stakeholders are aligned to deliver successful project outcomes.
- Construction Oversight & Cost Management: Manage decarbonization projects to ensure they are completed on time, within budget, and to the desired quality standards.
- Project Close-Out: Ensure that projects are completed to meet the highest quality standards and facilitate a smooth transition from construction to operation of low-carbon building retrofits.
Building Eligibility
Multifamily buildings must meet at least one of the following requirements to be eligible for the program.
- Located in a disadvantaged community
- Meets NYSERDA’s Multifamily Affordable Multifamily Buildings Verification Guidelines [PDF]
- Structured as condominium or co-op building ownership
- Contains 50 dwelling units and under

Qualified Contractors
Based on the submitted application, NYSERDA will match building owners with qualified contractors to provide owner’s representative services that meet the owner's needs and project goals.
