Request for Information OSWRFI26-2 (Open)
On August 17, 2026, NYSERDA issued a Request for Information (OSWRFI26-2)
to acquire feedback from stakeholders, specifically offshore wind developers and their representatives, on a draft Offshore Wind Project Predevelopment Program Opportunity Notice (PON). Through this PON, NYSERDA intends to provide up to $10 million per eligible offshore wind project for eligible predevelopment activities that reduce development risk, mitigate project development costs, increase project viability and improve project readiness to respond to New York offshore wind procurements.
With this Request for Information, NYSERDA seeks stakeholder input on the draft PON and supporting Exhibits and Attachments.

Request for Information OSWRFI26-1 (Closed)
On February 10, 2026, NYSERDA issued a Request for Information (OSWRFI26-1)
to solicit industry feedback on potential initiatives to further offshore wind project readiness. Feedback will help New York State consider the value, benefits, and risks of supporting predevelopment activities and could inform the potential structure and timing of a predevelopment Request for Proposals (RFP) and how that RFP should be designed to achieve the best outcome for New York State.
New York State is exploring whether new or modified approaches to offshore wind procurement could help support a steady and sustainable pipeline of new projects capable of advancing toward future offtake and construction. One potential concept under consideration is State provision of funding or other support of predevelopment activities of offshore wind projects. Such an approach could potentially help projects advance in a timelier manner and reduce risks at the time of future offtake, both of which ultimately contribute to lower costs for ratepayers.

were due on March 24, 2026 by 3:00 p.m. ET.
NYSERDA intends to prepare and file a summary of responses to this RFI in the Clean Energy Standard and Offshore Wind Standard Proceedings before the New York State Public Service Commission to support the ongoing review of procurement processes for large-scale renewable resources, including offshore wind.
