Project Description
69-79 William Street comprises a new 46-unit five-story building in a 100% affordable supportive housing development with two existing three-story historic buildings to be substantially renovated for an additional 9 units. Designed by Curtis + Ginsberg Architects, the development is located within a NYS designated disadvantaged community in Newburgh, NY's East End Historic District. The development includes units for formerly unhoused people, survivors of domestic violence, and older adults. The project will be an inspiring example of how both new and existing construction can be climate-friendly and resilient by using all-electric and energy efficient systems with low operational and embodied carbon. The complex design complements the historic neighborhood character and helps revitalize the street, contributing to Newburgh’s recovery from years of disinvestment and blight.

Early Design Support Project Scope
Funded Early Design Support studies for the Newburgh project focus on integrating sustainability through Passive House principles, efficient building systems, and low-carbon materials. This includes selecting high-performance HVAC systems, exploring cast-in-place concrete technologies to reduce embodied carbon, and prioritizing occupant health with strategies for improved air quality and natural light. The team will prioritize the use of locally sourced wood products with potential panelized design for offsite fabrication and steel from regions and suppliers using hydroelectricity to reduce global warming potential. Active survivability measures like solar panels and battery storage are also incorporated. An economic analysis will be conducted to balance performance, affordability, and long-term value while ensuring environmental and health benefits.
The Buildings of Excellence Early Design Support Program
Buildings of Excellence Early Design Support (EDS) Partners are qualified design firms that are elevating new design approaches for a zero emission future in New York’s multifamily buildings that prioritize occupant health, safety, and comfort. Partners are eligible to receive up to $1.50/square foot in direct funding per project, up to a cap of $150,000 per project, to complete carbon neutral research, modeling, early-stage applications for third party standards, economic analyses, integrated project delivery meetings, and more robust marketing and promotion plans to disseminate information out to the market.
