Bulk Energy Storage Solicitations
NYSERDA runs competitive solicitations for its Bulk Energy Storage Program, awarding Index Storage Credit (ISC) contracts to utility-scale energy storage developers throughout New York State. Under the Order Establishing Updated Energy Storage Goal and Deployment Policy [PDF], NYSERDA must issue three of these solicitations by 2027, each open to projects statewide and evaluated through a two-step application and bid process. Awarded projects sign long-term contracts and appear on the Contracted Projects page once contracted.
2025 Bulk Energy Storage Solicitation (ISCRFP25-1)
NYSERDA issued the program’s first solicitation, ISCRFP25-1, on July 28, 2025. NYSERDA received bid proposals for 46 eligible projects, totaling roughly 6 gigawatts of power capacity and 30 gigawatt-hours of energy storage capacity. NYSERDA has contracted with eight projects from ISCRFP25-1, totaling 950 MW of new energy storage capacity to the State’s grid.
