EmPower New York provides no-cost energy efficiency solutions to income-eligible New Yorkers. Nearly 160,000 of your neighbors are saving energy and saving money with EmPower New York — without spending a dime. To streamline and simplify the application process for consumers, NYSERDA uses a geographic eligibility determination to qualify consumers for no-cost services.

Using the Housing and Urban Development (HUD) Income Block Data, NYSERDA has identified Census Block Groups where census data reports that 50% or more of the population of the Census Block Group have a household income that would qualify them for services through EmPower.

If an applicant’s address is located within a geographically-eligible territory, they will be deemed eligible for EmPower and will not have to provide documentation of household income.
