Clean Energy Resources Development and Incentives “Build-Ready” Program

 

Background

As part of the 2020-2021 enacted state budget, New York State announced the passage of the Accelerated Renewable Energy Growth and Community Benefit Act. Under this act, NYSERDA will establish and execute a Clean Energy Resources Development and Incentives “Build-Ready” Program to foster and encourage expedient siting and development of renewable energy facilities.

The act also establishes the first-of-its-kind Office of Renewable Energy Siting, housed within the Department of State, which will consolidate the environmental review of major renewable energy facilities and provide a single forum to ensure that siting decisions are predictable, responsible, and delivered in a timely manner along with opportunities for input from local communities. To ensure that these renewable energy projects are developed reliably and cost-effectively, the act also establishes a Power Grid and Study Program to prioritize the planning, investment, and responsible development and build out of the State’s transmission and distribution infrastructure.

How it Works

The Build-Ready Program advances large-scale renewable energy projects by identifying sites that are consistent with the State’s standards and are made build-ready for private renewable energy developers.

Through this program, NYSERDA works with its State partners and local communities to rapidly advance new Build-Ready projects, prioritizing the development of existing or abandoned commercial sites, brownfields, landfills, former industrial sites, and other abandoned or underutilized sites. The comprehensive Build-Ready Community Benefits Package is designed to inspire creative local input, maximize economic and societal benefits, and serve as a one-stop-shop of complementary resources. These could be grant funding, local workforce development opportunities that communities can access on their own or with NYSERDA’s support, as well as case studies showcasing New York projects that are leading by example.  View the local government fact sheet [PDF] and the Build Ready Community Benefits Package [PDF]. NYSERDA will pursue site control and pre-construction development activities prior to competitively auctioning the developed sites, bundled with contracts for renewable energy payments, to provide a de-risked package for private developers to construct and operate projects at these sites.
