Feedback will help New York State consider the value, benefits, and risks of supporting predevelopment activities and could inform the potential structure and timing of a predevelopment Request for Proposals (RFP) and how that RFP should be designed to achieve the best outcome for New York State.

New York State is exploring whether new or modified approaches to offshore wind procurement could help support a steady and sustainable pipeline of new projects capable of advancing toward future offtake and construction. One potential concept under consideration is State provision of funding or other support of predevelopment activities of offshore wind projects. Such an approach could potentially help projects advance in a timelier manner and reduce risks at the time of future offtake, both of which ultimately contribute to lower costs for ratepayers.

NYSERDA intends to prepare and file a summary of responses to this RFI in the Clean Energy Standard and Offshore Wind Standard Proceedings before the New York State Public Service Commission to support the ongoing review of procurement processes for large-scale renewable resources, including offshore wind. Request for Information OSWRFI24-2 (Closed)

On December 18, 2024, NYSERDA issued a Request for Information (OSWRFI24-2)Link opens in new window - close new window to return to this page. to solicit industry feedback to inform the development of the State’s sixth Offshore Wind Renewable Energy Certificate (OREC) solicitation. New York’s sixth OREC solicitation (NY6) will seek to optimize coordination between offshore wind generation projects and transmission projects selected through an open solicitation from the New York Independent System Operator.

In June 2023, the Public Service Commission declared a Public Policy Transmission Need (PPTN) to support the integration of an additional 4,770 megawatts of offshore wind into New York City. Transmission projects selected through the New York Independent System Operator’s (NYISO’s) solicitation and evaluation process are expected to enable progress toward New York State’s target of at least 9,000 megawatts of offshore wind by 2035 in a manner that is both cost-effective to ratepayers and that makes the best use of the constrained spaces for transmission infrastructure in and around New York City. NYSERDA released this RFI to gather feedback to better understand how the State’s next OREC solicitation (NY6) should be designed to maximize the value of the PPTN, if approved to do so by the Public Service Commission.
