Upstate Solar Incentive Block Dashboard
Residential, Non-Residential, and Affordable Solar
Below you will find the incentive levels offered for the upstate New York region for the residential and non-residential sector, and affordable solar. Hold your cursor over a column in any chart to get the details you need. You can find the following information on the dashboard:
- Status of each block: open or closed
- Total number of MW allocated per block
- Assigned incentives
- Portion of the block still available for applications
Block status is updated as applications are submitted. Future blocks will be announced and added to the dashboard as the current blocks become allocated.

Residential Solar
Upstate Residential Block 14 is limited to installations located in the NYSEG, RG&E, and National Grid electric service territories.
Affordable Solar
Additional incentives are available for households that qualify as low- to moderate-income, through the Affordable Solar Residential Incentive. Projects eligible for the Affordable Solar Residential Incentive will receive a total incentive of $0.80/W of nameplate capacity in the Upstate region. Commercial & Industrial Solar Energy Equity Framework (SEEF) Blocks
For SEEF Block 2, projects are only eligible for the Statewide Solar for All (S-SFA) Adder and the incentive is a fixed amount of $.12/watt. SEEF Block 2 projects are also eligible for the Prevailing Wage Adder and the Beneficial Siting Adders.
For SEEF Block 1, projects were eligible for S-SFA or the Inclusive Community Solar Adder (ICSA). For S-SFA, projects were eligible for a fixed incentive of $.12/watt and were also eligible for the Prevailing Wage Adder and Beneficial Siting Adders.
