New York Battery and Energy Storage Technology (NY-BEST) Consortium

The New York Battery and Energy Storage Technology Consortium (NY-BEST™)Link opens in new window - close new window to return to this page. is an industry-focused coalition working to build a vibrant, world-class, advanced battery, and energy storage sector in New York State. The New York State Energy Research and Development Authority (NYSERDA) is providing approximately $25 million in seed funding through New York’s participation in the Clean Air Interstate Rule to advance New York's energy storage sector and support this consortium. In January 2010, the consortium was incorporated as a New York not-for-profit corporation. The primary objectives of NY-BEST are to:Three Department of Energy Frontier Research Centers focusing on energy storage;

  • Accelerate the commercial introduction of energy storage technology in New York;
  • Build the human capital and expertise to sustain a vibrant commercial energy storage industry in New York; and
  • Leverage seed resources of approximately $25 million to create a sustainable organization that provides value to its members and to New York State. The objective is for NY-BEST to become operationally self-sufficient.  

By bringing together New York’s energy storage companies, universities, and partners, NY-BEST will help build and promote a vibrant, world-class, advanced battery and energy storage sector in New York. Energy storage technologies supported by the consortium include those that store electric energy directly such as batteries and ultracapacitors, components of these technologies, fuel cells, and systems or products that incorporate these technologies throughout the value chain.

NY-BEST builds upon New York’s existing energy storage cluster of companies and research capabilities including:

  • Three Department of Energy Frontier Research Centers focusing on energy storage
  • Nearly twenty colleges and universities with facilities, researchers, and students working on energy storage solutions
  • Brookhaven National Laboratory, a Federal DOE Lab and home to the National Synchrotron Light Source and a second generation facility under construction, which provides intense focused light spanning the electromagnetic spectrum to provide researchers with unprecedented levels of analysis capabilities
  • Two of the world’s most powerful supercomputers at RPI and Stony Brook/Brookhaven National Lab, which are available for use in modeling energy storage systems and simulations
  • A robust cluster of energy storage companies that span the product development pipeline from new materials to complete storage systems and integrated solutions

Membership in the NY-BEST Consortium is open to any organization with an interest in positioning New York as a global leader in energy storage technology. Benefits to members include notice of funding opportunities; access to industry leaders, key researchers and market drivers; and assistance locating testing and prototyping facilities to augment internal resources.

NY-BEST Consortium Program Plan

The federal Clean Air Interstate Rule (CAIR) programs control nitrogen oxide (NOx) emissions to mitigate interstate transport of ozone and fine particulate pollution.  New York State’s regulations under CAIR establish seasonal and annual emissions under cap-and-trade programs.  The sale of these NOx emission allowances provides funds to support “programs that encourage and foster energy efficient measures and renewable energy technologies.”

Advancing battery and energy storage technologies and products will reduce NOx emissions and transform the transportation and renewable power generation sectors, while positioning New York as a leader in energy storage technology research, development, and manufacturing. While the sale of CAIR allowances is a primary source of seed funding for NY-BEST, it is expected that NY-BEST will become self-sustaining over time through other sources and membership dues.
