Vehicle Usage Reporting Requirements

 

Participants in the New York Truck Voucher Incentive Program (NYTVIP) demonstrate a commitment to zero-emission vehicle technologies. Participants are required to submit fleet usage reports so NYSERDA can document the use, emissions changes, and operating costs of NYTVIP-funded vehicles. Individual fleets’ information will not be made available to the public and is intended solely for NYSERDA’s tracking of program analytics.

What is a Vehicle Usage Report?
A Vehicle Usage Report is a brief survey with several basic questions about your vehicle operation experience, including information on vehicle mileage, electricity, hydrogen, or fuel use, maintenance, and vehicle location. This information is used to supplement the data automatically generated and shared with Program staff by telematics equipment installed on voucher-funded vehicles. Below is a sample survey along with a 1-page document outlining the required report parameters.

Who is required to file a Vehicle Usage Report?
All fleets that have received vouchers through NYTVIP must submit Usage Reports for three years following purchase or lease for each vehicle. Fleets operating leased vehicles procured with the assistance of vouchers are responsible for providing timely and accurate reports.

Failure to submit a Vehicle Usage Report in a timely manner is a violation of the terms and conditions of the NYSERDA funding and may result in the Vehicle Purchaser being subject to a prorated reimbursement penalty based on the number of missed reports as well as a ban from any further participation in the Program.

When are Vehicle Usage Reports due?
Usage reports are due by the end of November.

How do I submit a Vehicle Usage Report?
To complete a Vehicle Usage Report, you will need the following information at hand:

  • Vehicle Identification Numbers (VINs) for your purchased vehicles
  • Drive cycle, range, and location information
  • Electricity (kWh), hydrogen, or fuel consumption and mileage information
  • Maintenance-related downtime and cost information
  • Infrastructure or capital investment information (e.g., in fueling facilities including electric vehicle supply equipment (EVSE) infrastructure)

For each BEV purchased with funding under the Program, in addition to the reporting requirements described above, the Vehicle Purchaser/Operator is required to compile the additional operational and cost information for a minimum of three years after Voucher Redemption. 

  • Mileage and electricity use (kWh)
  • Maintenance and repairs information and costs
  • Driver feedback on BEV driving experience

NYSERDA may require the use of telematics of NYSERDA’s choice and at NYSERDA’s expense. Vehicle Purchasers will be given access to the data for their vehicles with the required telematics installed.
