The National Offshore Wind Research and Development Consortium

The National Offshore Wind Research and Development Consortium (Consortium) is a nationally focused, independent, not-for-profit organization dedicated to managing industry-focused research and development of offshore wind to maximize economic benefits for the United States.

The Consortium was created in June 2018 when the U.S. Department of Energy (DOE) competitively selected NYSERDA Link opens in new window - close new window to return to this page. as the Consortium’s administrator. With matching grants from DOE and NYSERDA, the Consortium is equipped with $41 million in funding to support initiatives that address barriers to offshore wind development in the U.S. and seek to reduce the levelized cost of electricity.

Through diverse membership from federal and state agencies, offshore wind developers, industry, academia, and private researchers, the Consortium is designed to become financially self-sustaining. An independent board of directors consults with expert advisory groups to develop national research priorities and evaluate research proposals.

Research Solicitations and Awards

The Consortium issues competitive solicitations for offshore wind technology projects, guided by three core research and development pillars:

  1. Offshore wind plant technology advancement
  2. Offshore wind power resource and physical site characterization
  3. Installation, O&M, and supply chain solutions

Other Research Initiatives

Offshore Wind research is being conducted nationwide. The U.S. Department of Energy’s Wind Energy Technologies Office works closely with BOEM to advance a national strategy for offshore wind development and has allocated over $200 million towards offshore wind research and development.
