RES Tier 1 Certification

Generators must obtain certification from NYSERDA to participate in RES procurements and/or produce Tier 1 RECs in NYGATS.

NYSERDA is accepting applications on a continuous basis from facilities seeking either operational certification or provisional certification. You must have a NYGATS account to obtain certification.

Our Eligibility and Certification Guidelines [PDF] include complete instructions on certification.

Applying

  1. Log in to NYGATS
  2. If your project is not in NYGATS, register your operating facility within NYGATS
  3. Once approved, apply for operational eligibility on NYGATS
  4. Receive notification of operational eligibility within 30 days

If you are applying for provisional certification, you will have to log back in to NYGATS and apply for operational eligibility using the approved provisional application.

If a project is not approved, you will receive the reasons for the rejection. You may resubmit your application after addressing these reasons.
Biomass facilities must complete and submit the biomass baseline calculation form [XLSX] when seeking certification.

After Certification

Upon certification, generators will receive a statement of qualification or provisional statement of qualification documenting their eligibility to produce Tier 1 RECs in NYGATS.
