Compliance

 

The rulemaking process for the initial 21 product categories has concluded. The appliance standards were adopted on December 28, 2023 and will go into effect for industry compliance on June 26, 2023, 180 days after adoption.

Noncompliant products cannot be sold, leased, rented, or installed after the June 26, 2023 effective date. However, products shown to be manufactured before the June 26, 2023 effective date are exempt.

All market actors involved in selling, renting, leasing, and installing regulated products and appliances have a responsibility to comply with the standards. A summary of the responsibilities of manufacturers, distributors, retailers, and installers are detailed below.

Manufacturers

To comply with the New York State Appliance and Equipment Efficiency Standards, manufacturers must ensure their products meet the performance, testing, and certification requirements detailed in the Final Rule [PDF].

Using the applicable test procedure, manufacturers must test their products and upload their product data to the State Appliance Standards Database (SASD) Link opens in new window - close new window to return to this page. or the Modernized Appliance Efficiency Database System (MAEDbS) Link opens in new window - close new window to return to this page.. If the product model number is found in one of these two databases, it is allowed to be sold, leased, rented, or installed in New York State. See Current Standards to understand which database your product must be certified to.

SASD Certification Instructions

  • Create an account on the SASD using these instructions Link opens in new window - close new window to return to this page.
  • Once your account is approved, review the upload instructions found on the Resource - Compliance FAQ Link opens in new window - close new window to return to this page.
  • Upload product data using the template provided on the Product Import page
  • Receive notification that product data has been approved or denied

MAEDbS Certification Instructions

  • Create an account Link opens in new window - close new window to return to this page. on the MAEDbS
  • Once your account is approved, download the certification packet Link opens in new window - close new window to return to this page. for your product which includes general and product-specific instructions for the data upload
  • Upload product data through the web interface or through the Excel template provided in the certification packet
  • Receive notification that product data has been approved or denied

Distributors, Retailers, and Installers

To comply with the New York State Appliance and Equipment Efficiency Standards, distributors, retailers, and installers must verify that regulated products are listed in the appropriate database prior to sale, lease, rental, or installation.

SASD Verification Process

  1. Visit SASD Link opens in new window - close new window to return to this page. and either:
    • Use the filters to select the product category that you are verifying for compliance
    • Type in the model number, manufacturer name, or brand using the Search bar
  2. If the product you’re verifying compliance for cannot be identified, download the search results for a single product category using the Export Products button. Use the Excel search function ‘Find’ to search for the model number you are verifying.

MAEDbS Verification Process

  1. Visit MAEDbS Link opens in new window - close new window to return to this page. and select the Quick Search Link opens in new window - close new window to return to this page. or Advanced Search Link opens in new window - close new window to return to this page. to find a product.
    • Quick: Search by model number, appliance type, company, or brand
    • Advanced: Search by everything included in the Quick Search, but you can also select additional fields to display or use more advanced filters
  2. If the product you’re verifying compliance for cannot be identified, download the search results using the Export button. Use the Excel search function ‘Find’ to search for the model number you are verifying.

When searching in the MAEDbS, users will likely find that a model number is close to the model number they’re trying to match, but not exact. This is because of “wild cards.” Models that have identical data but different model numbers due to features unrelated to energy use can be certified with a single listing using asterisks. These asterisks can make it difficult to find an exact match for a product a user is looking for and are typically found in the middle or end of a model number. If you’re having trouble finding the model number in the MAEDbS, try the following:
  • Remove the first or last few digits from the model number you’re searching for
  • Download the product data in Excel and use the Excel “Find” function
  • Contact the manufacturer and ask which model number the product corresponds to in the MAEDbS
