Eleventh Main Tier Solicitation: May 2016

  • RFP 3257, Renewable Portfolio Standard Program Purchase of Renewable Energy Attributes
  • RESULTS: The Eleventh Main Tier Solicitation resulted in eleven contracts representing 270MW of new renewable energy capacity. The total funding commitment associated with RFP 3257 was approximately $360 million and the weighted average price for these contracts was $24.24 per RPS attribute. The awarded facilities include Eight Point Wind Energy Center in Steuben County; Number Three Wind Farm in Lewis County; a solar project by Hecate Energy located in Albany and Greene Counties; a fuel cell at Regeneron Pharmaceuticals in Tarrytown; and hydroelectric projects at Swinging Bridge in Sullivan County, Tannery Island in Jefferson County, North Division Street Dam in Cayuga County, Burt Dam in Niagara County, Belfort Unit 3 in Lewis County, Glen Park in Jefferson County, and Fulton Unit 1 in Oswego County.

Tenth Main Tier Solicitation: May 2015

  • RFP 3084 [PDF], Renewable Portfolio Standard Program Purchase of Renewable Energy Attributes
  • RESULTS: The Tenth Main Tier Solicitation resulted in five contracts representing 116 MW of new renewable energy capacity. The total funding commitment associated with RFP 3084 was approximately $175 million and the weighted average price for these contracts was $24.57 per RPS attribute. The awarded facilities include the Ball Hill Wind Farm in Chautauqua County; an anaerobic digester at Orbit Energy in Staten Island; a fuel cell at Morgan Stanley Headquarters in New York City; and hydroelectric projects at Lyons Falls Mill Hydroelectric project in Lewis County and Fulton Unit 2 in Oswego County.

Ninth Main Tier Solicitation: August 2014

  • RFP 2985 [PDF], Renewable Portfolio Standard Program Purchase of Renewable Energy Attributes
  • RESULTS: The Ninth Main Tier Solicitation resulted in four contracts representing 164 MW of new renewable energy capacity. The total funding commitment associated with RFP 2985 was approximately $206 million, and the weighted average price for these contracts was $22.96 per RPS attribute. The contracted facilities include wind power projects at Arkwright Summit Wind Farm in Chautauqua County, and Jericho Rise Wind Farm in Franklin County; hydroelectric projects in the City of Watervliet, Delta Hydroelectric Project, Oneida County, and, Village of Wappingers Falls, Hydroelectric Project in Dutchess County.

Eighth Main Tier Solicitation: January 2013

  • RFP 2554 [PDF], Renewable Portfolio Standard Program Purchase of Renewable Energy Attributes
  • RESULTS: The Eighth Main Tier Solicitation resulted in seventeen contracts representing 50 MW of new renewable energy capacity. The total funding commitment associated with RFP 2554 was approximately $66 million, and the weighted average price for these contracts was $34.95 per RPS attribute. The contracted facilities include wind power projects at the Marsh Hill Wind Farm in Steuben County, Black Oak Wind Farm in Tompkins County, Cody Road Wind Farm in Madison County, Zotos International Wind Production Generating Facility in Ontario County, and Howard Wind Farm in Steuben County; a hydroelectric project at the Rio Hydroelectric facility in Sullivan County; anaerobic digester projects at the Buffalo BioEnergy facility in Erie County and the Niagara BioEnergy facility in Niagara County; and nine fuel cell projects located at Stop & Shop supermarkets as well as at AT&T and Verizon telecommunications facilities.

Seventh Main Tier Solicitation: December 2011

  • RFP 2389 - Renewable Portfolio Standard Program Purchase of Renewable Energy Attributes [PDF]  
  • RESULTS: Seven contracts were awarded representing 88 MW of clean, renewable capacity. The facilities include a biomass project at the Black River Generation Facility in Jefferson County; wind power initiatives at an expansion to the Howard Wind Farm in Steuben County (EverPower Wind Holdings, Inc.) and the Locust Ridge Wind Farm in Schuylkill County, PA (PPL EnergyPlus, LLC); a hydroelectric project at the Mill Street Dam Hydroelectric facility in Cayuga County; Landfill Gas to Electric projects at the Oneida-Herkimer Renewable Energy Facility in Oneida County, Clinton County Landfill in Clinton County, and Community Refuse Landfill in Cumberland County, PA.  The total funding commitment associated with RFP 2389 was approximately $132 million, and the weighted average price awarded was $28.70 per RPS attribute

Sixth Main Tier Solicitation: June 2011

  • RFP 2226 - Renewable Portfolio Standard Program Purchase of Renewable Energy Attributes [PDF]
  • RESULTS: Forty-two proposals were received from this solicitation. 17 contracts were awarded representing 315 MW of clean, renewable capacity. These include wind power initiatives at the Howard Wind Farm in Steuben County (EverPower Wind Holdings, Inc.), Stony Creek Wind Farm in Wyoming County (Invenergy LLC), Allegany Wind Farm in Cattaraugus County (EverPower Wind Holdings, Inc.), and Marble River Wind Farm in Clinton County (Horizon Wind Energy); hydroelectric projects at the Stewarts Bridge facility in Saratoga County, Wave Hydro in Onondaga County, Wiscoy Hydro in Allegany County, and Black Brook Hydro, Clinton County; Landfill Gas to Electric projects awarded include the Albany 2 project in Albany County, Hyland in Allegany County, DANC in Jefferson County, Chautauqua in Chautauqua County, Modern in Niagara County, Ontario in Ontario County, and Seneca in Seneca County; awards were also made to new eligible anaerobic digester gas-to-electricity projects at Bergen Farms in Schuyler County and Winsor Acres, LLC in Broome County. The total funding commitment associated with RFP 2226 was approximately $191 million, and the weighted average price awarded was $22.01 per RPS attribute.

Fifth Main Tier Solicitation: March 2010

  • RFP 1851 - Renewable Portfolio Standard Program Purchase of Renewable Energy Attributes [PDF]
  • RESULTS: Twenty-nine proposals were received from this solicitation. Eight contracts were awarded representing 318 MW of clean, renewable capacity including wind power initiatives at the Marble River wind farm in Clinton County, Hardscrabble wind farm in Herkimer County, and Steel Winds II wind power project in Erie County; hydroelectric upgrades to the Wappingers Falls power project in Dutchess County, and the Taylorville power project in Lewis County; and biofuel projects including co-firing operations at the NRG Dunkirk facility in Chautauqua County, landfill gas-to-electricity project at Albany Energy in Albany County, and a new 100 percent biomass Black River Generation project in Jefferson County. The total funding commitment associated with RFP 1851 was approximately $204 million, and the weighted average price awarded was $21.17 per RPS attribute

Fourth Main Tier Solicitation: October 2009

  • RESULTS: Twenty-eight proposals were received from this solicitation. Five contracts were awarded representing 142 MW of clean, renewable capacity including wind power initiatives at the Hardscrabble wind park in Herkimer County and the Beekmantown wind park in Clinton County; hydroelectric upgrades to the School Street and Stewarts Bridge power projects in Albany and Saratoga Counties, respectively; and the Onondaga Renewables biomass plant in Onondaga County. The total funding commitment associated with RFP 1681 was approximately $96 million, and the weighted average price awarded was $19.76 per RPS attribute

Third Main Tier Solicitation: November 2007

  • RFP 1168 - Renewable Portfolio Standard Program Purchase of Renewable Energy Attributes [PDF]
  • RESULTS: Twenty-two proposals were received from this solicitation. Eleven contracts were awarded. Three facilities including the Noble Allegany Windpark, Noble Chateaugay Windpark II, and windfarm Prattsburgh (Which had contracted for 10% of its output under RFP 1037 and an additional 30% under RFP 1168), canceled their projects, citing the current economic environments. The remaining contracts awarded represent 150 MW of clean, renewable capacity. These facilities included Piercefield Hydro, Effley Hydro, Sherman Island, and Highfalls hydro; Dutch Hill, Cohocton, and Noble Wethersfield windfarms; and AES Greenridge biomass facility. The total funding commitment associated with RFP 1168 was approximately $118.6 million, and the weighted average price awarded was $14.75 per RPS attribute.

Second Main Tier Solicitation: December 2006

  • RFP 1037 - Renewable Portfolio Standard Program Purchase of Renewable Energy Attributes [PDF]
  • RESULTS: Thirty-four proposals were received from this solicitation. Twenty-one contracts were awarded representing 880 MW of clean, renewable capacity.. Hydroelectric facilities awarded contracts include Browns Falls, Higley, East Norfolk, Raymondville, Norwood, Norfolk, Colton, and Allens Falls, all in St. Lawrence County. Also included are the Eagle hydro plant in Lewis County and the Oswego Falls plant in Oswego County. New wind facilities awarded contracts are the Noble Bliss Wind Park planned for Wyoming County, Noble Chateaugay Wind Park planned for Franklin County, and Jordanville Wind Farm planned for Herkimer County. Additional sites include Dutch Hill Wind Farm, Cochocton Wind Farm, and the Wind Farm Prattsburgh planned for Steuben County, along with Noble Altona Wind Park, Noble Clinton Wind Park I, and the Noble Ellenburg Wind Park planned for Clinton County. Biomass facilities awarded contracts include the Niagara Generating Facility in Niagara County and the Lyonsdale Biomass facility in Lewis County. The total funding commitment associated with RFP 1037 was approximately $263.7 million, and the weighted average price awarded was $15.52 per RPS attribute.

First Main Tier Solicitation: January 2005

  • RFP 916 - New York State Renewable Portfolio Standard Procurement of Rights to Renewable Energy Attributes [PDF]
  • RESULTS: Twenty-two proposals were received from this solicitation. Five projects representing 254 MW of clean, renewable capacity were chosen and included two wind facilities and three small hydroelectric projects. The wind projects selected include Maple Ridge (Flat Rock) in Lewis County, and Jersey-Atlantic Wind Farm, in New Jersey. The hydroelectric projects selected include Browns Falls Hydro and Higley Hydro in St. Lawrence County, and Spier Falls Hydro in Saratoga County. The total funding commitment associated with RFP 916 was approximately $173.6 million, and the weighted average production incentive awarded was $22.90 per RPS attribute.
