NYSERDA, N.Y. Power Authority to Hold Conferences for Prospective Bidders on RFPs for Renewable Energy Development in New York State

As announced by Governor Andrew M. Cuomo last week as part of his Climate Jobs initiative, the New York State Energy Research and Development Authority (NYSERDA) and the New York Power Authority (NYPA) have issued requests for proposals (RFP) to renewable energy developers as they seek to develop up to 2.5 million megawatt-hours (MWh) of large scale renewable energy for New York State. The renewable energy generation will help to meet Governor Andrew M. Cuomo’s Clean Energy Standard goal of 50 percent of the state’s electricity sourced from renewables by 2030. Currently, renewables account for more than 26 percent of New York’s electricity mix.

NYSERDA will host a webinar on its RFP and the application process for potential proposers on Wednesday, June 14, from 2 p.m. to 4 p.m. EDT. Sign up for the webinar here. NYSERDA will employ a two-step application process with submissions for the first step due on July 13.

NYPA will be hosting a conference to discuss their RFP with prospective bidders on Thursday, June 15, at 2 p.m. EDT, at its administrative office building at 123 Main Street in White Plains. The purpose of the event is to assist developers in preparing their proposals, which are due September 1.

Combined, these solicitations represent the largest renewable procurement by a state in U.S. history.

The investments we make today will provide an affordable and reliable energy system for generations to come,” said John B. Rhodes, NYSERDA president and CEO.

“Now is the time for renewable energy,” said Gil C. Quiniones, NYPA president and CEO. “Through our largest-ever call for large-scale renewable projects, we are ensuring that New York’s energy mix is viable and affordable now and into the future.”

NYSERDA will procure its share of the new renewable generation by purchasing renewable energy credits from qualified developers that will then be sold to New York load-serving entities toward their compliance with the Clean Energy Standard requirements.

NYPA’s solicitation calls for several renewable generation products, including energy, renewable energy credits and capacity. New generation will be made available to NYPA’s electric customers—which include public, private and not-for-profit organizations—through power purchase agreements. NYPA customers will be able to opt-in to the renewable energy product and contract structure that best meets their clean energy goals.

Both the NYSERDA and NYPA solicitations will lead to the creation of thousands of direct and indirect jobs from the development, construction and operation of clean energy projects through 2022.

Renewable energy developers may respond to both solicitations, but will be asked to pursue only one by November 2.

The new renewable generation created as a result of both requests will directly support the Governor’s Reforming the Energy Vision strategy to build a statewide energy system that is clean, resilient and affordable for all New Yorkers.
