With the passage of the Climate Leadership and Community Protection Act (Climate Act) , New York has codified the most aggressive climate change program in the nation with goals to reach zero carbon emissions in the electricity sector by 2040; install 9 gigawatts of offshore wind by 2035, 10 gigawatts of solar by 2030, and 6 gigawatts of energy storage by 2030. With the recent approval of the Climate Action Council’s final Scoping Plan, we have a strong framework to achieve an 85% reduction in GHG emissions from 1990 levels by 2050, and eventually net zero emissions economy-wide.

Job Overview
NYSERDA seeks a GIS Project Manager, who will be part of a highly nimble team of professionals dedicated to high quality project deliverables through thorough and thoughtful planning, as well as consultation with a wide variety of users. The GIS Project Manager plays a critical role in driving development and implementation of both internal-facing and external-facing GIS projects.
The ideal candidate needs to be comfortable working in a fast paced and constantly changing environment. They will need to enjoy interacting with and seeking feedback from stakeholders, have a high attention to detail and an internal drive to set and achieve personal and team goals.
Primary Responsibilities
The GIS Project Manager’s primary responsibilities will be to:
- Build and maintain GIS libraries to house NYSERDA’s geospatial data assets for both internal and external use, including the creation and/or editing of metadata and geodatabases, and the refresh of outdated data
- Geocode datasets and conduct geospatial analysis
- Produce high quality maps for reports and presentations
- Work within a GIS-service governance structure to organize and help balance different types of requests from different stakeholders
- Interface with NYS government users that are both from within NYSERDA and also from other Agencies, Authorities, and the Governor’s Office
- Work with the Data Governance team to apply data principles and data quality standards to geospatial data assets
- Integrate GIS into NYSERDA’s current and future data platforms and analytical tools, including but not limited to Tableau and Salesforce
- Collaborate with program and other NYSERDA staff to determine programmatic needs and develop timely solutions
- Create meaningful visuals and analyses that support decision-making at all levels for NYSERDA and other state-wide initiatives
- Lead a NYSERDA-wide campaign to make staff aware of what GIS tools NYSERDA has, where they can find standard maps, what GIS is capable of, and what services can be provided to them
- Design and build applications to support GIS data, such as web-based applications
- Provide technical support to end users (external clients and/or colleagues) through training, demonstrations, and documentation.
- Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies

- Understand and adhere to NYSERDA’s policies and procedures.

Minimum Qualifications
- A bachelor’s degree in information science, geography, environmental science, information systems or a related degree and 4 years of relevant experience
- An unrelated bachelor’s degree and 5 years of relevant experience
- A demonstrated record of success in driving improvements in service operations and successfully delivering services within complex business or government operating environments.
- A demonstrated record in managing multiple diverse and complex activities simultaneously, delivering on commitments, and operating with speed, accuracy, and strong judgment.
- An ability to quickly identify and drive to the best possible solution when presented with a series of opportunities and constraints.
- An ability to drive to big picture goals while maintaining a strong attention to detail.
- Excellent presentation and interpersonal skills that resonate with audiences of different backgrounds; the ability to communicate persuasively, concisely, and unambiguously in speech and in writing.
- Consistently maintain composure and professionalism.
- Experience and skill in performing business analyses, documenting requirements, configuration and customizations, or process mapping.
- Skill in managing multiple diverse activities simultaneously, delivering on commitments, and operating with speed, accuracy, and strong judgment.
- Great resourcefulness and an instinct for surfacing value and pragmatic solutions
- A strong customer orientation
- A strong technical knowledge of ESRI’s suite of GIS products
- Knowledge of GIS data structures and familiarity with practices for editing GIS data
- Proficiency in GIS principles (scale, projections, coordinate systems, cartography)
- A strong technical knowledge of a variety of potential data sources including Microsoft Excel and Access, SQL Server, RDBMS (relational database management system), SharePoint, etc.
Preferred Qualifications
- Experience with other GIS products such as Pitney Bowes / Precisely spatial software
- GIS technical certifications
- Experience with Tableau is strongly preferred
Salary
The salary range is $71,685 - $120,156. Candidates will be considered based on qualifications and experience. An excellent benefits package is offered.
