Job Overview

NYSERDA’s Offshore Wind Team is leading the responsible and cost-effective procurement and development of New York State’s mandate of 9,000 megawatts offshore wind energy by 2035, as outlined in the Climate Act. With more than 4,300 megawatts in active development and future solicitations to select more projects to achieve the goal, New York State is expected to create more than 10,000 jobs in manufacturing, installation, and operation of offshore wind facilities by capitalizing on regional industry commitments. These jobs are expected to provide sustained career opportunities for New Yorkers for more than the 25 - year life span of these renewable energy projects by creating a new, sustainable offshore industry in the U.S.

NYSERDA’s Offshore Wind Team’s core workstreams include competitive procurement of new offshore wind projects to achieve 9GW by 2035; management of the growing portfolio of contracted offshore wind projects; offshore wind supply chain and port infrastructure development; transmission, cabling and interconnection efforts; regulatory processes and permitting; coordination with State and federal agencies; workforce training to support emerging jobs with a special focus on disadvantaged communities; research, analysis and engagement relating to environmental and fishing implications of offshore wind energy development; long-term planning, and: informational and educational outreach to the public and stakeholder groups. To help ensure that offshore wind energy projects are advanced responsibly and cost-effectively. To support and coordinate these workstreams, NYSERDA seeks a Project Manager to join NYSERDA’s Large-Scale Renewables Team to manage contracts developed through NYSERDA’s third offshore wind solicitation (ORECRFP22-1) and associated with its offshore wind Supply Chain Investment Plans (SCIPs) to develop a strong, local supply chain that will not only create jobs for New Yorkers but promote the State’s standing as a regional hub for offshore wind manufacturing.

The individual will report to the Director of Offshore Wind or the Program’s Senior Advisor for supply chain development. This position will support the Offshore Wind Team in the development and management of contracts selected through NYSERDA’s third offshore wind solicitation (ORECRFP22-1), and potential future procurements designed to advance New York’s offshore wind supply chain. These projects will steward NYSERDA’s offshore wind SCIPs from execution through commercial operations. Additionally, the selected candidate will support such activities as developing and executing on solicitations, and the development of specific contracts for offshore wind supply chain projects, helping to build contract management systems and processes to support project tracking, reporting, and oversight of the portfolio of projects from contracting through commissioning and into project operation.

The individual will support the development and implementation of a contract management framework that will steward NYSERDA’s offshore wind SCIPs from execution through commercial operations, including such activities as helping to build contract management systems and processes to support project tracking, reporting, and oversight from contracting through commissioning and into operation. As an integral member of NYSERDA’s Offshore Wind Team, the Offshore Wind Supply Chain Investment Plan Contract Manager will support the guidance and management of New York State's nation-leading $700 million investment in offshore wind ports, manufacturing, and supply chain infrastructure announced in ORECRFP22-1 and beyond.

The individual will help the Offshore Wind Program focus on promoting diversity, inclusion, and equity within the program’s activities consistent with the work of New York State’s Climate Action Council and New York’s nation-leading Climate Act while supporting the growth and evolution of the program based on new guidance and needs. In total, these efforts will aid the Program to focus on NYSERDA’s role as the central procurement entity of offshore wind renewable energy certificates (ORECs) on behalf of State’s load-serving entities and ensure the program continues to advance responsible and cost-effective development of the offshore wind industry for New York State and the region.

Primary Responsibilities

  • Support NYSERDA’s Offshore Wind Program and staff in advancing the State’s offshore wind mandate
  • Lead the design and implementation of an organizational framework to support NYSERDA’s contracted offshore wind supply chain investment plan (SCIP) portfolio including:
    • Stakeholder engagement and collaboration with NYSERDA’s Offshore Wind Team to support program, policy and procurement evolution related to SCIPs, including lessons learned from executed contracts, ORECRFP22-1 and future procurements
    • Deploy improvements to contract management processes that enable NYSERDA to contract for new SCIP solicitations, manage risk, simplify customer and partner interfaces, better support internal workflow, enable programmatic flexibility, support robust reporting, better manage knowledge, and reduce cost
    • Engagement and management of external contractors to support SCIPs contract management framework
    • Assist with platform design and implementation in accordance with best practices learned from NYSERDA’s land-based renewables teams, NYSERDA’s administrative teams broadly, and best practices for contract management of renewable energy projects in industry
    • Coordinating relevant associated documentation and reporting consistent with the magnitude of the undertaking on behalf of the State’s ratepayers
    • Engagement with members of New York State’s Offshore Wind Regulatory Working Group and other intra-State coordination efforts to advance offshore wind as an industry and the development of New York’s offshore wind supply chain and ports operations
    • Utilize NYSERDA’s enterprise performance management systems including Salesforce and other platforms to support the contract management process and produce quality and detailed reports
    • Collaborate with members of the Large-Scale Renewable Team and broader NYSERDA teams to seek programmatic and systemic efficiencies relating to contract management activities including NYGATS reporting, invoicing and accounting, and Load Serving Entity implementation planning
  • Engage with external project partners including offshore wind development teams, contractors, and others to gather technical and regulatory insights into project and investment plan status and progress
  • Support internal communications related to project reporting and milestones
  • Communicate guidelines and guidance to external partners, as necessary, on behalf of NYSERDA
  • Support the Offshore Wind Team’s programmatic engagement with stakeholders
  • Perform other tasks as assigned

Minimum Qualifications

  • 5 years of industry experience in renewable energy policy and/or project management
  • Bachelor's degree, in engineering, science, policy, economics or related discipline; an advanced degree preferred
  • Genuine passion for matters relating to renewable energy and the environment and an interest in supporting a dynamic and talented team
  • Project management and leadership skills including the ability to work as a team leader and team member to ensure coordination between partners to identify needs and gaps
  • High level of communication, organizational, and interpersonal skills involving the ability to work cross-functionally to track and understand complex issues and communicate clearly and precisely to diverse audiences
  • Self-starter who acts independently, directs one’s own work and can handle diverse tasks quickly and accurately within a high-performance environment

Preferences

  • Experience working with regulated entities
  • Knowledge of energy markets, systems and policies, renewable energy technology and associated infrastructure
  • Experienced in renewable energy project development or renewable energy finance, utility operations or independent system operator functions, ideally with experience relating to offshore wind.
  • Strong stakeholder outreach and engagement capabilities including advanced public-speaking and presentation skills
  • Proficiency in Spanish, Mandarin, or Arabic

Salary

The salary range is $71,685 - $120,156. Candidates will be considered based on qualifications and experience. An excellent benefits package is offered.
