Job Overview

The New York State Energy Research and Development Authority (NYSERDA) seeks a creative, knowledgeable and self-motivated individual to manage an enterprise-wide process to leverage new funding opportunities, tax credits and other opportunities that may surface due to federal infrastructure developments and to optimize resulting market outcomes across New York State. This position will coordinate a full range of activities to identify, assess and apply for new grant funding opportunities and tax credits, and ensure compliance with grant terms including use of funds and progress reporting. This position provides a unique opportunity to work across the entire organization to surface, channel and evaluate funding opportunities to make the best use thereof on behalf of all New Yorkers, with a particular focus on initiatives to boost the health, resilience and economic growth of underserved communities.

The individual selected will report to, and work in tandem with, the Program Manager, Federal Infrastructure Funding to provide: advice and guidance on accomplishing State clean energy and carbon reduction goals; market understanding; program planning, development and execution expertise; and building upon and expand state, channel partner and market ally relationships to help identify external contacts and potential partnerships and benefits to New York.

The Federal Infrastructure Funding project management work is anticipated to require dedicated focus for approximately 2-5 years.

Primary Responsibilities

  • Track and evaluate federal funding programs and tax credits through federal agencies and coordinate with program staff to evaluate impacts and opportunities for NYS
  • Research, assemble and catalogue federal infrastructure grant and tax credit related funding opportunities
  • Understand current state policy goals and provide advice on how best to leverage federal opportunities to achieve its goals
  • Assess and profile opportunities based on pre-established NYSERDA evaluation criteria
  • Prepare and provide updates to NYSERDA’s Executive Team and NYSERDA program teams on a regular basis
  • Ensure timely communication of newly emerging opportunities, broadcasting to senior management new relevant opportunities as they arise
  • Assist the Program Manager in assessing initial fit with the existing initiative portfolio
  • Schedule and coordinate opportunity evaluation meetings
  • Coordinate with Executive Team, Program Teams, Finance, Legal and Evaluation resources to schedule grant preparation and ensure clarity on both timelines and the allocation of work needed for applications
  • Assist the Program Manager and the NYSERDA Government Affairs team with preparing summary information on federal funding, NYSERDA program information and any additional information to provide current status reports as needed
  • Assist business units in verifying fit and impact and assist in sketching out grant proposals
  • Coordinate with internal stakeholder teams to identify process or system changes that may be needed to support related ongoing reporting
  • Diligently follow up with internal and external team members to ensure materials required for grant applications and reporting are of high quality and submitted on time, including appropriate internal reviews prior to submission 
  • Stay abreast of grant approval status and communicate to internal stakeholders
  • Deploy tools to help teams succeed while taking on added work scope (project plan templates, resource needs/RACI matrix, status reporting templates to meet grant reporting requirements)
  • Ensure processes and controls are in place to keep program activities compliant with any grant funding conditions, both execution of work and reporting on the status thereof
  • Perform other responsibilities as assigned

Minimum Qualifications

  • 5 years’ experience with at least 2 of those leading complex, fast-paced projects with both internal and external stakeholders
  • Demonstrated success managing nuanced, high-volume projects to deliver quality outcomes on scope, schedule and budget
  • Superb organization and coordination skills
  • Ability to build productive relationships and influence colleagues up through senior management level
  • Adaptability to rapidly changing terrain and evolving data inputs
  • Dogged determination and networking ability to stay abreast of emerging funding opportunities
  • Attention to detail and rigor around record-keeping
  • Proven success executing impactful decision-making meetings
  • Clear, concise communications
  • Demonstrated problem solving ability, resourcefulness and development of creative practical solutions
  • Commitment to supporting and advancing a culture of inclusion, collegiality, camaraderie, and accountability
  • Bachelor’s degree; advanced degree strongly preferred
  • PMP or similar project management certification desired

Salary

The salary range is $71,685 - $120,156. Candidates will be considered based on qualifications and experience.  An excellent benefits package is offered.
