Senior Analyst, Large-Scale Renewables - Albany or New York City Office (#555)

New York is leading the nation in the fight on global climate change and the transition to a clean energy-powered economy. With the passage of the Climate Leadership and Community Protection Act, New York has codified the most aggressive climate change program in the nation with goals to produce 70% of its electricity from renewable sources by 2030; reach zero carbon emissions in the electricity sector by 2040; install 9 gigawatts of offshore wind by 2035; 6 gigawatts of solar by 2025; and 3 gigawatts of energy storage by 2030.  Additionally, the law creates the Climate Action Council comprised of the leaders of various state agencies and authorities as well as legislative appointments to develop a plan outlining how the state will achieve an 85% reduction in greenhouse gas emissions from 1990 levels by 2050, and eventually net zero emissions in all sectors of the economy. 

NYSERDA’s Large-Scale Renewables team is at the forefront of this endeavor.  The Large-Scale Renewables team leads a focused effort to increase the penetration of utility-scale renewables for the State, including land based and offshore wind, utility-scale solar, hydroelectric power, and other renewable resources.

Under the Clean Energy Standard (CES), NYSERDA is the central procurement agent on behalf of New York State; and also works with New York’s obligated Load Serving Entities (LSEs) that have regulatory requirements to purchase renewable energy certificates (RECs), offshore wind renewable energy certificates (ORECs), and zero-emission credits (ZECs).  This engagement includes communication with the LSEs regarding their obligations and updates to programmatic requirements, selling RECs, ORECs and ZECs to LSEs, and collaborating with LSEs to ensure their ongoing compliance with CES mandates.

The Large-Scale Renewables team seeks to hire a Senior Analyst to support and lead various analytic-based tasks related to the achievement of the State’s clean energy mandates.  Tasks will require a combination of various skillsets, including project management, financial modeling, clear communication, and technical writing.  The Senior Analyst will work as a member of the growing Large-Scale Renewables team to support NYSERDA’s continued efforts to design and execute analysis, some internal and some involving external agencies and other stakeholders, to advance the State’s mission of cost-effective and responsible development of its renewable resources.

Primary Responsibilities 

  • Contribute to New York’s strategic decision making and renewable policy development by providing input regarding the financial costs, stakeholder needs, policy alignment, and potential market impacts of such decisions as understood through rigorous market analysis
  • Work in close collaboration with NYSERDA’s Energy and Environmental Analysis team to quantify and forecast economics associated with New York’s large-scale renewable projects
  • Manage a team of external consultants to maintain and utilize modeling tools capturing the State’s large-scale renewable potential, including technologies such as land-based wind, offshore wind, solar PV, hydro, and biomass
  • Support various regulatory filings issued by NYSERDA, advancing initiatives such as Tier 1 REC and OREC procurements, which together support the implementation of the State’s Climate Leadership and Community Protection Act
  • Support the team by developing strategies that overcome clean energy market barriers and accelerate the scale and penetration of clean energy projects in New York
  • Oversee the work of various consultants and technical contractors, including writing statements of work, issuing contracts, budgeting, and invoicing
  • Continually seek opportunities to learn, grow and expand skillsets
  • Perform other tasks as assigned

Minimum Qualifications

  • 6 years industry experience related to project finance, renewable energy project development or another related field
  • Bachelor's degree in economics, finance, accounting, engineering, or another technical field
  • Knowledge of and insight into renewable energy technology, environmental impacts and markets, and market actors, economics, and impediments.
  • Demonstrated problem-solving ability, resourcefulness, adaptability, and an instinct for generating value and pragmatic solutions
  • Skill in managing multiple, diverse projects or activities simultaneously, delivering on commitments and operating with speed, accuracy and strong judgement
  • Project management and leadership skills including the ability to work as a team member, to maintain project timelines, budgets, and deliver on commitments
  • Highest level of communication and interpersonal skills involving the ability to work cross-functionally to understand requirements, present alternatives and recommendations


  • Experienced in renewable energy project development or renewable energy finance, utility operations or independent system operator functions
  • Knowledge of wholesale energy markets and systems, renewable energy technology and associated infrastructure
  • Knowledge of local regulations, rules and constraints pertaining to renewable development, particularly large generator interconnection processes
  • Strong stakeholder outreach and engagement capabilities including strong public speaking and presentation skills
