Project Manager, Large-Scale Renewables - Albany or New York City Office (#551)

New York is leading the nation in the fight on global climate change and the transition to a clean energy-powered economy. With the passage of the Climate Leadership and Community Protection Act, New York has codified the most aggressive climate change program in the nation with goals to produce 70% of its electricity from renewable sources by 2030; reach zero carbon emissions in the electricity sector by 2040; install 9 gigawatts of offshore wind by 2035; 6 gigawatts of solar by 2025; and 3 gigawatts of energy storage by 2030.  Additionally, the law creates the Climate Action Council comprised of the leaders of various state agencies and authorities as well as legislative appointments to develop a plan outlining how the state will achieve an 85% reduction in greenhouse gas emissions from 1990 levels by 2050, and eventually net zero emissions in all sectors of the economy. 

NYSERDA’s Large-Scale Renewables team is at the forefront of this endeavor.  The Large-Scale Renewables team leads a focused effort to increase the penetration of utility-scale renewables for the State, including land based and offshore wind, utility-scale solar, hydroelectric power, and other renewable resources.  The Large-Scale Renewables team also oversees the ongoing operation and enhancement of the New York Generation Attribute Tracking System (NYGATS), a market-based trading and accounting platform for generation attributes.  NYGATS is also used to report the State’s progress toward the achievement of its goals.

Under the Clean Energy Standard (CES), NYSERDA is the central procurement agent on behalf of New York State; and also works with New York’s obligated Load Serving Entities (LSEs) that have regulatory requirements to purchase renewable energy certificates (RECs), offshore wind renewable energy certificates (ORECs), and zero-emission credits (ZECs).  This engagement includes communication with the LSEs regarding their obligations and updates to programmatic requirements, selling RECs, ORECs and ZECs to LSEs, and collaborating with LSEs to ensure their ongoing compliance with CES mandates.  NYSERDA’s Large-Scale Renewables team utilizes NYGATS for many of these activities and also produces periodic reports and datasets from the NYGATS platform for stakeholder and public reference.

The Large-Scale Renewables Project Manager will support LSE engagements, NYGATS operations and reporting, and provide technical expertise to support program implementation and ensure data integrity.  The ideal candidate should enjoy interacting with and seeking feedback from stakeholders, be committed to quality and possess strong attention to detail and have an internal drive to set and achieve personal goals.  Preferred candidates will also bring experience with wholesale energy and REC markets, working with regulated entities and have a demonstrated capability of working both in teams and independently.


Primary Responsibilities 

  • Provide day-to-day support for obligated LSE’s, including:
    • Provide programmatic updates
    • Execute NYSERDA’s REC, OREC and ZEC sales processes
    • Assist with NYSERDA’s LSE account receivable activities
  • Implement and enhance the NYGATS trading and accounting systems for generation attributes. Evaluate other tracking systems for interoperability with NYGATS
  • Assist in the review, preparation and revision of NYGATS documents, including the NYGATS Operating Rules
  • Develop formal reports and communications in NYGATS suitable for the public, program participants and NYSERDA management
  • Solicit and evaluate NYGATS stakeholder comments
  • Perform data analysis, including analyzing generation and load data from NYGATS
  • Utilize NYSERDA’s enterprise performance management systems including Salesforce and NYGATS to process applications and produce reports
  • Perform other tasks as assigned

Minimum Qualifications

  • 3 years of relevant experience
  • Bachelor’s degree; an advanced degree preferred
  • Strong quantitative and analytical skills
  • Superior organizational, time management and interpersonal skills
  • Strong database management skills with a focus on accuracy and quality control
  • Proficiency in technical writing/editing skills
  • Ability to successfully handle multiple projects simultaneously, set priorities and meet deadlines in a fast-paced environment
  • Excellent computer skills (Word, Excel, PowerPoint, etc.)
  • Must be a self-starter and function well independently and in teams


  • Knowledge of wholesale energy markets or REC markets
  • Experience with managing database upgrades
  • Experience working with regulated entities
  • Demonstrated ability of working independently
