Communities and Local Government Fellowship - Albany, Buffalo, or New York City Office

New York is leading the nation in the fight on global climate change and the transition to a clean energy-powered economy. With the passage of the Climate Leadership and Community Protection Act [PDF] (CLCPA), and the Accelerated Renewable Energy Growth and Community Benefit Act, New York has codified the most aggressive climate change program in the nation with goals to:

  • Produce 70% of its electricity from renewable sources by 2030
  • Reach zero carbon emissions in the electricity sector by 2040
  • Install 9 gigawatts of offshore wind by 2035
  • Install 6 gigawatts of solar by 2025
  • Install 3 gigawatts of energy storage by 2030

Additionally, the law creates the Climate Action Council, co-Chaired by NYSERDA, comprised of the leaders of various state agencies and authorities as well as legislative appointments to develop a plan outlining how the state will achieve an 85% reduction in greenhouse gas emissions from 1990 levels by 2050 and eventually net zero emissions in all sectors of the economy – all while delivering critical benefits to historically underserved and otherwise disadvantaged communities.

To help achieve CLCPA goals, NYSERDA aims to enable communities to make informed energy choices for their government operations, homes, businesses, and community institutions.  Recognizing that communities and local governments often struggle with a lack of funding, staff capacity and information needed to prioritize and implement clean energy actions, NYSERDA currently works with communities and local governments to address these barriers by providing tools, technical assistance, grants, and other resources through its Clean Energy Communities Program.  To build on this effort, NYSERDA seeks a creative, self-motivated and knowledgeable team player to join its Communities and Local Government department to further develop and implement a complimentary program focused on addressing barriers and innovative market strategies that enable clean energy activities/initiatives and scalable opportunities for communities and local governments, especially those located in low income communities. 

Primary Responsibilities 

NYSERDA’s Communities and Local Government department seeks a dynamic team player to assist with the strategic development and implementation of a new program that tests and/or implements scalable strategies that promote community leadership and climate justice, reduces greenhouse gas emissions and provides other energy benefits to disadvantaged communities. The ideal candidate should be passionate about NYSERDA’s mission, demonstrate strong strategic and program development skills and have strong communication and interpersonal skills.  The candidate will be responsible for:

  • Developing and managing a new program framework that provides interventions and strategies that overcome clean energy market barriers and accelerates the scale and penetration of clean energy projects in disadvantaged communities
  • Developing and maintaining relationships with local government officials, community-based organizations, industry players, trade associations, and other organizations (state and federal agencies, industry, academia, non-profits, etc.) as necessary to help drive scale of projects
  • Working effectively with multiple NYSERDA teams, external stakeholders and sister agencies to define opportunities and deploy solutions in order to tackle clean energy market barriers
  • Executing and managing contracts including writing statements of work, budgeting, invoicing, and reporting on progress
  • Performing other tasks as assigned

Other Responsibilities:

  • Assist the team in identifying new program strategies that engage communities in support the New York State Climate Leadership and Community Protection Act (CLCPA)
  • Engage with external stakeholders and customers to draw insights to improve program delivery, identify opportunities for replication and showcase successes in ways that encourage scale across New York State
  • Identify and/or develop tools, resources and policies that communities can use to enable growth in the clean energy sector
  • Assist NYSERDA’s external contractor (Clean Energy Community Coordinators) teams to provide technical assistance and local support to communities and governments
  • Evaluate grant proposals; manage a portfolio of clean energy projects with local governments

Minimum Qualifications

  • Six years of project management, project development, energy efficiency/renewable energy or other relevant experience
  • Bachelor’s degree
  • Exemplary project management skills with the ability to set priorities, develop and execute on a workplan, balance research, analysis, stakeholder engagement with pragmatism, and an action-bias to deliver activity in the market
  • Exceptional organizational, time management and planning skills to successfully handle multiple projects simultaneously and meet deadlines in a fast-paced environment
  • A genuine passion for issues related to energy, environment and equity
  • Track record for building effective partnerships, facilitating consensus-building among multiple stakeholders
  • Top-notch presentation and interpersonal skills that resonate with audiences of different backgrounds; the ability to communicate persuasively, concisely and unambiguously in speech and writing
  • Proficiency with MS Office Suite
  • Must be a self-starter and function well independently and in teams

Preferences:

  • Experience working with local governments, community-based organizations and/or clean energy businesses
  • Strong stakeholder outreach and facilitation capabilities including strong public speaking and presentation skills
  • Demonstrated problem-solving ability, curiosity, resourcefulness, and adaptability
  • Advanced degree
  • Proficiency with Salesforce and Tableau
