Program Manager, Quality Assurance and Market Standards - AlbanyOffice (#419)

The New York State Energy Research and Development Authority (NYSERDA) seeks a leader to accelerate the deployment of quality assurance methods and services and the adoption of standards for technical and work quality to motivate investor/buyer confidence in the benefits and performance of renewable energy and energy efficiency projects across New York State.  This position is also responsible for management of quality assurance services that support programs where NYSERDA is investing directly in clean energy projects across all market sectors and technologies including; Commercial, Multi-family and Residential retrofit construction as well as Renewable and On-site power generation.

Primary Responsibilities

  • Lead a small, high-impact team in NYSERDA’s efforts to implement interventions and strategies that lead to the market’s uptake of quality assurance methods and services as well as technical and work standards that support both the development of energy efficiency and renewable energy projects and support investor confidence
  • Maintain and improve the existing field inspection and technical services managed by the Quality Assurance and Market Standards team
  • Build out services as needed to support NYSERDA direct incentive programs in both the Energy Efficiency and Onsite Power and Storage areas.Collaborate with program leadership to develop the approach, resources and budgets needed to execute this work in an efficient and effective manner
  • Design the approach and procure and manage required resources to execute the services needed to support NYSERDA market programs while taking into account:  established risks, deliverables, schedule, and budget to insure maximum likelihood of success and prudent use of resources
  • Work with colleagues, partners, associations, vendors, contractors, and customers to identify opportunities for improving the quality of delivered retro-fit construction and onsite power and storage projects in the market place
  • Maintain a network of stakeholders, market participants, policy experts, and other sources of insight to inform design and enable ongoing improvement of NYSERDA's strategies and interventions
  • Evolve and continuously adapt quality assurance and market standards strategies to optimize impact, cost-effectiveness and efficiency based on market insights, critical program and market data and timely evaluation
  • Work effectively with multiple teams across NYSERDA (e.g. Commercial, Multifamily, Single Family Residential, New Construction, NY-Sun) to define opportunities and deploy solutions
  • Foster and contribute to a culture of excellence grounded in people development, learning, problem solving, and teamwork
  • Develop colleagues to meet NYSERDA's goals and their own professional goals; serve as a mentor and a role model
  • Build multidisciplinary networks within NYSERDA and at NY State's Green Bank, Department of Public Service, other agencies, and the Governor's office to advance the State’s success
  • Perform other responsibilities as assigned

Minimum Qualifications

  • 5 years of relevant experience in quality assurance
  • Direct experience in the application of quality assurance methods and technical standards to capital equipment design or installation and construction in one or more of the market sectors or technologies served by NYSERDA
  • Knowledge of market-based quality assurance methods and their application to the energy or construction sector(s)
  • A bachelor’s degree in architecture, engineering, mathematics, natural or environmental science, or a related discipline; an advanced degree is preferred
  • Skill in gaining and using insight from markets actors (e.g. manufacturers, trade associations, contractors, ESCOs, engineers, investors, and potential investors etc.) to formulate strategy, design solutions and evolve solutions based upon market feedback
  • Demonstrated problem-solving ability, an entrepreneurial edge, resourcefulness, adaptability, and an instinct for surfacing value and pragmatic solutions
  • A strong team builder with an ability to build productive relationships across a diverse organization
  • Skill in managing multiple diverse activities simultaneously, delivering on commitments and operating with speed, accuracy and strong judgment

 Preference will be given to individuals who possess:

  • Experience with recognized quality assurance standards such as the International Organization for Standardization (ISO) -9000 series for Quality Management Systems
  • Certification from the ASQ such as Certified Manager of Quality/Organization Excellence or Certified Quality Engineer
  • Certification from the Association of Energy Engineers such as Certified Energy Manager
  • Commercial energy retrofit construction and/or Onsite Power installation experience
  • Direct experience in the development of technical or work standards in markets served by NYSERDA
