John B. HowardOn Feb. 26, 2021, Governor Andrew M. Cuomo designated John B. Howard as Interim Chair of the New York State Public Service Commission PSC and Interim Chief Executive Officer of the Department of Public Service.

As the previous commissioner of the (PSC), Mr. Howard brings more than 37 years of State service, serving in various roles in the Legislature and Executive branches, with vast experience in the energy sector. At the New York Power Authority, he was responsible for monitoring relevant activities at the Federal Energy Regulatory Commission, Department of Environmental Conservation, and the PSC.

As executive director for former assemblyman Paul D. Tonko and chair of the Assembly Energy Committee, he developed and led the chairman’s energy policy and legislation, including low-cost energy programs, electric deregulation, authority reform, and energy taxes. Mr. Howard served as Deputy Chief of Staff to former Attorney General Andrew Cuomo, where he developed and oversaw implementation of the Community Partnership Initiative and worked on the Wind Energy Industry initiative.

Since 2011, he served as Director of Chamber Operations to Governor Cuomo where he was responsible for the execution of the Governor’s public appearances across the State, requiring detailed knowledge of New York’s policy initiatives, and geo-politics, including federal, State, and local officials as well as every State agency and authority.

On September 23, 2019, Commissioner Howard was appointed as a member of the National Association of Regulatory Utility Commissioners' Subcommittee on Nuclear Issues-Waste Disposal. He is Chair of the New York State Board on Electric Generation Siting and the Environment. He, also, sits on the board of the New York State Energy Research and Development Authority (NYSERDA), the board of the Regional Greenhouse Gas Initiative Inc. (RGGI) and the NYS Disaster Preparedness Committee.

Commissioner Howard received Bachelor of Science from Syracuse University’s S.I. Newhouse School of Public Communications and resides in Duanesburg, New York.

Boards

Mr. Howard served as executive deputy director at the New York State Consumer Protection Board where he oversaw the utility intervention filings to the PSC, Federal Energy Regulatory Commission, and the Federal Communications Commission. He was also responsible for the board’s consumer advocacy and public outreach programs. In 2019, Mr. Howard was appointed as a member of the National Association of Regulatory Utility Commissioners' Subcommittee on Nuclear Issues-Waste Disposal. He is chair of the New York State Board on Electric Generation Siting and the Environment. He also sits on the board of the Regional Greenhouse Gas Initiative and the NYS Disaster Preparedness Committee.

Education

Mr. Howard received a Bachelor of Science degree from Syracuse University’s S.I. Newhouse School of Public Communications.
