Energy Service Standards

New York State recently enacted legislation approving investment in energy efficiency at the state and local levels. Through the Green Jobs - Green New York Act of 2009, NYSERDA was authorized to establish a program for the performance of energy audits and energy efficiency improvements for residential, multifamily, small business, and not-for-profit property owners. Through the Municipal Sustainable Energy Loan Program and Energy Waste Improvement Districts laws, New York State municipalities were authorized to establish sustainable energy loan programs.

The Green Jobs - Green New York and Municipal Sustainable Energy Loan laws require NYSERDA to establish a number of standards or criteria for items such as energy audits and energy efficiency improvements to be implemented under these programs. The legislation requires municipalities to administer programs based on criteria at least as stringent as the statewide criteria established by NYSERDA.

In accordance with the legislation, NYSERDA will establish standards for the following:

  • Qualified Energy Efficiency Improvements

  • Eligible Measures
  • Cost Effectiveness Criteria

Legislation

Green Jobs – Green New York (GJGNY)

GJGNY (A08901/S5888) is a statewide program to promote energy efficiency and the installation of clean technologies to reduce energy costs and reduce greenhouse gas emissions. The program will support sustainable community development and create opportunities for green jobs. This program will be administered by the New York State Energy Research and Development Authority (NYSERDA).

Municipal Sustainable Energy Loan Program

Municipal Sustainable Energy Loan Program (A40004A/S66004-ALink opens in new window - close new window to return to this page.) authorizes municipalities to establish sustainable energy loan programs. According to the legislation, loans may be used to pay for energy audits, energy efficiency improvements, renewable energy feasibility studies, and the installation of renewable energy systems.

Energy Waste Improvement Districts

The Energy Waste Improvement Districts Legislation (A08862/S6073Link opens in new window - close new window to return to this page.) allows towns the ability to fund residential energy efficiency projects through the creation of waste improvement districts and collection of fees for these services. Where townships elect to establish an energy waste improvement district, the town would enter into contract for the provision of energy services upon a resident's property and the resident would pay for the services through their property assessment.

Residential Programs
