Main Tier Eligibility
Provisional Certification
Provisional Certification affirms that a facility, on the basis of information known at the time of application, can meet the RPS Program’s Main Tier eligibility criteria and thus can participate in a program procurement administered by NYSERDA. A facility must be provisionally certified to participate in an RPS Procurement and be considered for an RPS Program contract award. Advisory Opinion
Advisory Opinions with regard to the eligibility of a facility or fuel use proposal may be requested at any time. Prospective participants in the RPS Program are strongly encouraged to follow the Provisional Certification application process before making a determination that an Advisory Opinion is necessary.
Maintenance Resources
Contains information on how certain facilities in commercial operation before January 1, 2003 may still qualify to participate as maintenance resources.
Operational Certification
Operational Certification is required before payments under an RPS contract will be made by NYSERDA. Operational Certification verifies that the Bid Facility has been constructed and/or will operate in accordance with the proposal submitted, for which Provisional Certification was granted.
