Consolidated Funding Application LogoLast year, Governor Cuomo announced the creation of ten Regional Economic Development Councils to transform New York’s approach to economic development.

To build on that success and keep the momentum going, Governor Cuomo has launched a second round of $750 million in economic development funding, including $220 million to implement regional strategic plans and support priority projects and over $530 million from state agency programs through the Consolidated Funding Application (CFA).

These workshopsLink opens in new window - close new window to return to this page. will highlight how to access the economic development funding from agency programs through the CFA. In this second round, the CFA will provide access to economic development resources from 21 programs across a dozen state agencies, including NYSERDA.

Funding is currently available through the CFA for the following projects:

  • Direct Assistance to Businesses
  • Community Revitalization
  • Agricultural Economic Development
  • Waterfront Revitalization
  • Energy Improvements
  • Environmental Improvements
  • Low-Cost Financing
  • Sustainability
  • Transportation Infrastructure
  • Workforce Development

NYSERDA is dedicating resources that will provide up to $50 million in funding for energy efficiency projects, as well as up to $12 million in funding for energy efficiency, renewable energy, and/or carbon abatement projects that address the regional priorities of the Regional Economic Development Councils through the Regional Economic Development and Greenhouse Gas Reduction Program.

NYSERDA programs included in the CFA:

  • New Construction Program – The New Construction Program (NCP) provides technical assistance and financial incentives to promote the installation of energy-efficient natural gas and electric equipment in new and substantially renovated commercial and industrial buildings.
  • FlexTech Program – The FlexTech Program provides eligible New York State commercial, industrial, and institutional end users with objective and customized studies and engineering analysis to help make informed energy decisions.
  • Existing Facilities Program – The Existing Facilities Program (EFP) offers Performance-Based incentives to encourage applicants to implement cost-effective energy efficiency projects that deliver verifiable annual energy savings. EFP also offers Pre-Qualified incentives to encourage applicants to purchase and install more energy-efficient equipment for small-sized energy projects and equipment replacement projects.
  • Industrial and Process Efficiency Program – The Industrial and Process Efficiency Program (IPE) assists commercial and industrial manufacturers and data centers in identifying ways to improve energy efficiency through capital investments and process improvements by offering capital incentives and practical technical assistance while recognizing the importance of sustaining reliability and maximizing uptime.
  • Regional Economic Development and Greenhouse Gas Reduction Program - The Regional Economic Development and Greenhouse Gas (GHG) Reduction Program will award cost-share funding for energy efficiency, renewable energy, and/or carbon abatement projects that address the regional priorities of the Regional Economic Development Councils (REDCs), result in strategic investments, and build the capacity within the region to participate in the State's clean energy economy.
