Assistant Counsel - Albany Office
NYSERDA seeks an attorney for a position in its Counsel’s Office.
The Assistant Counsel’s primary responsibilities will be to:
- Provide assistance or advice, as assigned, on any of the legal affairs of the Authority, which may include but not be limited to matters related to:
- Regulatory, contract and other issues relating to high-level radioactive waste, any hazardous wastes, and the Authority’s radioactive waste management facilities at West Valley, NY
- Negotiation, drafting and administration of a wide range of contracts, including technically sophisticated research, development and demonstration contracts initiated by the Authority’s technical staff
- Litigation involving the Authority
- Regulatory proceedings before the Public Service Commission
- Compliance with environmental law and regulations, the Authority’s legislative program and liaison with Federal and State legislatures
- Matters involving the Freedom of Information Law and the State Environmental Quality Review Act
- Employment, personnel and ethics issues; and

Required minimum qualifications an individual must possess include:
- A minimum of two years experience in at least one of the following subject areas:
- Application of environmental law and regulations involving solid, hazardous, toxic, or radioactive waste and related licenses or permits
- Contracts involving sophisticated technologies
- Business organizations and corporate law, and trade and business regulation
- Complex administrative regulatory proceedings of an evidentiary nature, involving energy-related or environmentally-related matters
- Complex judicial trial-level or appellate litigation
- Employment law
- Federal or State legislative processes, municipal or corporate bond financing
- Demonstrated interest in the energy field or environmental law field
- Superior oral and written communication skills

Project Manager, Marketing and Creative Services Project Manager - Albany Office (#134)
NYSERDA seeks an experienced marketing professional to lead the Marketing Services unit which is focused on developing and implementing creative solutions to meet business goals.
The individual’s primary responsibilities will be to:
- Lead the day-to-day activities of the Marketing Services design and editorial staff and manage workflow within the Marketing and Economic Development Department utilizing external marketing and design firms as appropriate
- Work with internal and external clients, understanding and translating client needs

Project Manager Implementation Services (3 Positions) Energy Efficiency Services – Albany Office
NYSERDA seeks a creative, independent and self-motivated individual to manage energy-efficiency, peak-load management and monitoring-based commissioning projects for the Energy Efficiency Services (EES) Division in the Implementation Services department. The selected individual will have ongoing project management responsibilities as part of NYSERDA’s commitment to energy efficiency and peak-demand reduction. Project Manager, Transportation & Power Systems Research Clean Energy Research & Market Development – Albany Office (#129)
NYSERDA seeks an independent, creative individual to act as program lead in the establishment of a portfolio of research partnerships and product development activities in the power systems and advanced transportation area. A particular focus will be on applied research in the areas of electric vehicle infrastructure, smart grid, energy storage, and clean energy technologies. Program goals are technology advancement culminating in successful product develop and commercialization. This position is responsible for approximately a $25 million portfolio of projects that will involve 20-50 research projects and will require 10 – 15% travel.
The Project Manager’s primary responsibilities will be to:
- Define and implement NYSERDA’s role in the expansion of renewable and clean energy research in New York State and oversee a portfolio of projects to achieve program success
- Assess and capitalize on opportunities for new research partnerships among New York industry and academic institutions in the renewable and clean energy business sector in New York State
- Develop and implement efforts to provide business assistance to New York State businesses involved in NYSERDA clean energy programs
- Represent NYSERDA in collaborative programs with private and public organizations and institutions
- Develop and implement strategies to regularly measure and communicate program results and use that information to make any necessary changes to the program
- Implement procedures to effectively manage projects to insure maximum likelihood of success and prudent use of NYSERDA financial resources
Preference will be given to those individuals who also possess the following:

Project Manager, RES Database Design and Analysis – Albany Office (#141)
The New York State Energy Research and Development Authority (NYSERDA) seeks a Project Manager to work in the Residential Energy Services (RES) group. This individual will be a part of the team that administers residential market transformation projects. This position will focus on the analytical needs and related database development of the RES group and its programs. The candidate will coordinate with RES, IT, Energy Analysis, consultants, and program sub-contractors.
The individual's primary responsibilities will be to:
- Manage the conceptual design, development and implementation/modification of RES program databases that support program performance, process analysis and reporting requirements
- Conduct and support analysis of program, project and contact data for the purposes of performance measurement, process analysis and associated reports
- Interact and coordinate with RES Program Management, IT and Energy Analysis department initiatives
- Assist in the solicitation and management of outside contractors retained to offer expert advice on program database design and execution

Required minimum qualifications an individual must possess include:
- At least 3 years of experience providing analytical support including design of database queries, producing standardized reporting and conducting statistical analysis using methods such as regression analysis, multivariate statistics and/or data mining

Project Manager, Anaerobic Digester Gas-to-Electricity & other Renewable Electric Power Generation Programs Manufacturing Technology Development & On-site Power Applications R&D – Albany Office (#166)
NYSERDA seeks a creative, self-motivated and knowledgeable person for a Project Manager position in the Manufacturing Technology Development & On-site Power Applications Research group. This position will primarily support marketplace adoption of commercially-available technologies through the Renewable Portfolio Standard Customer-sited Tier Programs, with primary emphasis on the Anaerobic Digester Gas-to-Electricity Program (ADG), and supplemental emphasis on solar photovoltaic (PV) and on-site wind turbine programs, and is responsible for a portfolio of approximately fifteen to thirty projects with roughly five to ten new projects added per year and five to ten completed projects closed per year. Value of thirty projects comprising the portfolio is approximately $30 million.
The Project Manager's primary responsibilities will be to:
- Conduct all stages of solicitation including:
- preparing and presenting PPR at PDMC
- writing solicitations and coordinating collaboration and finalization
- selecting and implementing marketing and outreach mechanisms
- discussing concepts with potential proposers
- Manage the Application Intake process including:
- receiving and reviewing applications for completeness
- distributing applications to technical assistance contractors for technical review
- accepting/rejecting components of the technical assistance contractor’s critique, working with applicants to resolve noteworthy critiques
- documenting the outcome and presenting results to management
- Support contract negotiation and project management including:
- reviewing and approving/rejecting invoices
- securing supplemental project funding support where necessary
- reporting on project status and metrics
- making recommendations for program improvements
- designing and implementing appropriate mechanisms to transfer project results to the marketplace
- evaluating project progress and recognizing noteworthy attributes such as energy, economic and environmental results
- interaction with stakeholders and other related activities
- Encourage technology transfer by:
- managing and evaluating a portfolio of projects and identifying prime opportunities for publicity, teaching and sharing information to advance the use of ADG technology
- identify applicable audiences and appropriate vehicles for communication
- writing, editing and organizing technology transfer documents such as case studies and brochures
- assisting with organizing and conducting seminars and conferences including speaking or moderating
- Support program planning by:
- assisting with budget tracking, project classification and project progress documentation for periodic efforts to identify programmatic gaps and plan for new opportunities
- researching program design in other jurisdictions, conduct literature reviews and relate findings to NYSERDA teams
- Perform other responsibilities as assigned
Required minimum qualifications an individual must possess include:
- One year of relevant experience working with anaerobic digester/on-site power projects at farms/wastewater treatment plants/industrial food processing facilities, along with energy-related technical knowledge of energy supply and/or energy consumption.
- Knowledge of net metering, ADG biomass feedstocks, biogas handling/clean-up, emission control, project environmental assessment (State Environmental Quality Review Act – SEQRA), performance monitoring, electric interconnection with utility grid, and financing a plus.
- Additional experience with PV and on-site wind turbines a plus.
- A self-starter with well-developed project management skills and a keen attention to detail who can manage multiple priorities and meet deadlines in a fast-paced environment.
- Effective public speaking skills with a demonstrated ability to quickly learn and communicate complex technical concepts to a broad audience as well as the ability to facilitate group discussions in order to achieve a consensus opinion.
- Familiarity with potential energy savings metrics and applications of new technologies
- Strong technical writing, organizational and interpersonal skills with a demonstrated ability to develop relationships with key stakeholder groups.
- Excellent computer skills with a strong understanding of how to use databases preferably PeopleSoft (for solicitation and project management, as well as data collection/reporting).
Minimum educational requirements an individual must possess include:
- A Bachelor's degree in engineering, technology management, energy/environmental policy, natural/physical science, economics, business management, or related disciplines, or
- An unrelated Bachelor's degree and 3 years of relevant experience as described above, or
- An unrelated Master's Degree and 2 years of relevant experience as described above.

The ideal candidate will be knowledgeable in project management, energy efficiency strategies including deep energy savings, and sustainability issues.
The individual’s primary responsibilities will include some or all of the following:
- Manage projects and work with contractors and customers to ensure that projects are completed on time and on budget and that projects integrate cost-effective energy and demand savings opportunities. Resolve issues which may arise regarding assigned projects with applicants, design teams or contractors.
- Develop and report project status and metrics. Participate in the evaluation of program effectiveness.
