Implementing Smart Growth Practices
NYSERDA expects to offer up to three rounds of funding with a total of $90 million in potential funding available to support the Implementation Phase of the Cleaner, Greener Communities (CGC) Program.
NYSERDA will provide funding on a competitive basis for the implementation of innovative, community-based projects that reduce current greenhouse-gas emissions, create more resilient, sustainable communities, and position New York State to prepare for a cleaner future. Projects will stimulate environmentally sustainable economic growth consistent with the Phase I Regional Sustainability Plans and the Regional Economic Development Council (REDC) Strategic Plans. By integrating smart growth principles into these projects, it will provide positive large-scale impacts and contribute to an improved quality of life in New York.
During the first round of funding, the majority of the $30 million available is for sustainability projects that will have both an immediate and long-lasting influence on greenhouse gas emissions reductions and climate resiliency. Additionally, funding is available for local communities to create or revise comprehensive plans, including updating zoning ordinances and addressing sustainability and resiliency. Communities that adopt streamlined permitting and other ordinances for PV systems and electric vehicle charging stations can also seek funding under the program.
CGC is funded with proceeds from the Regional Greenhouse Gas Initiative (RGGI), the purpose of which is to lower greenhouse gas emissions in the Northeast. Phase II of CGC will be instrumental in assisting in this goal.
How is funding awarded?
Public, private, and non-profit entities are eligible to apply.
Through the Consolidated Funding Application (CFA) process, projects will be reviewed by the respective REDC and NYSERDA. NYSERDA’s scoring will be based on the degree to which the projects support the following criteria:
- Regional significance and alignment with the REDC Strategic Plans
- Alignment with the goals of the respective Regional Sustainability Plan
- Greenhouse Gas emissions reductions, energy efficiency savings, and/or renewable energy deployment
- Resulting sustained community improvement
- Economic development and resiliency benefits
- Cost effectiveness, including cost-sharing and leveraging of funds
- Support from the municipality in which the project is located
Projects will be scored and awarded on a competitive basis. No project, region, or applicant is guaranteed funding and no single region may receive more than 25% of available funding.
