How to Participate
Building owners must follow the steps below to participate in the Green Residential Building Program (GRBP):
- Read the Program Guidelines to be familiar in detail with all GRBP eligibility, performance requirements. Maximum incentive levels are determined by the number of dwelling units in the building.
- Contact a Participating Technician to oversee green building certification and GRBP compliance (see below for more information on Technicians).
- Complete, sign, and mail an Incentive Reservation Form to the address in #8 below. Starting January 1, 2012, an approved Incentive Reservation Form must be filed with NYSERDA for building owners to receive an incentive through the GRBP.
- Owner receives approval letter from NYSERDA, stating that incentives have been reserved in the amount requested.
- Complete construction, or substantial renovations, on a residential building meeting all applicable GRBP eligibility and performance requirements, including green building certification, combustion safety testing, and electric-savings and appliance-efficiency requirements.
- Complete, sign, and mail an Incentive Application Form; a separate Incentive Application Form must be completed for each building seeking an incentive through the Program. Incentive Application Forms must include the owner's original signature, and a hard copy must be mailed to NYSERDA (see address below).
- Provide electronic copies of all required documents with the Incentive Application Form, to include:
- Certificate of Occupancy or Certificate of Completion
- Copy of NY ENERGY STAR Homes or LIPA ENERGY STAR Homes Combustion Safety Testing form; if not available, Technician (or HERS Rater) must complete GRBP Combustion Safety Testing Form
- Copy of NY ENERGY STAR Homes or LIPA ENERGY STAR Homes Qualification form; if not available, please use GRBP Qualification Form
- Certificate of completion for builder training (15 hours of green building or other applicable training), or letter stating builder prior experience
- Home Energy Rating Certificate indicating a HERS rating has been completed (if the building is 3 stories or less, with 4 or fewer dwelling units).

- Send complete Incentive Application Form, with the building owner's original signature, by mail to NYSERDA at:

- NYSERDA reviews your application; if it is complete and the building meets GRBP requirements, an incentive payment will be mailed to you.
How do I find a Qualified Technician?
A Building owner must work with a Participating Technician in order to apply for and recieve GRBP incentives. The locator map allows you to view Participating Technicians serving your market area. This map is updated regularly as Technicians join the program. Participating Technicians are those individuals who meet the requirements and have provided a complete a Partnership Agreement to NYSERDA.
For those interested in becoming qualified Technicians, must read the 2012 GRBP Technician Partnership Agreement, and sign and send a 2012 GRBP Signature Form and any necessary supporting documents by mail to:

What if I still have questions about the program?
Please see the GRBP Frequently Asked Questions sheet. If you don't find an answer there, please contact the program at grbp@nyserda.ny.gov. We will get back to you as quickly as possible.
What is the status of the GRBP regulations?
The regulatory process for the GRBP is complete. A total of five public comments were received, and NYSERDA has issued its Response to Comments (see below). NYSERDA's Board of Directors approved the final regulations on March 1, 2010. The GRBP regulations are now filed with the Department of State, and all regulatory documents are available for review. NYSERDA thanks the GRBP Advisory Group members for their guidance throughout the development of the regulations and program.
