New York Generation Attribute Tracking System (NYGATS)
NYGATS is an online certificate-tracking system that records information about electricity generated, imported, and consumed within New York State.
Using unique serial numbers, it can issue, track, and manage energy attribute certificates and renewable energy certificates (RECs). It prevents double counting of RECs, provides public reports, and records a full audit trail of all transactions to support the integrity of the RECs issued and held in the system.
Registered NYGATS users can trade, retire, or verify and substantiate ownership of RECs to support compliance or voluntary claims. Certificates can be bundled and traded with megawatt-hours of energy, but this is not a requirement in NYGATS.
NYGATS also serves as the platform for applying for Renewable Energy Standard (RES) certification under the New York’s Clean Energy Standard. NYGATS retains records of resources that have received a statement of qualification and designates the RECs created by a facility as eligible for RES Tier 1 compliance.
Registration
Generators, energy service companies, aggregators, green power marketers, and consumers can register for accounts on NYGATS.
Registration allows you to create an account to manage certificates, register new operational and provisional projects and apply for Tier 1 certification. NYSERDA created walk-throughs for some important registration tasks:

In 2012, a bill was signed into law
requiring NYSERDA to establish and administer NYGATS in consultation with the New York State Department of Public Service.
NYGATS, with the help of the New York Independent System Operator (NYISO), supports New York State renewable energy initiatives, including the voluntary market for tradable RECs and voluntary green power markets. It also supports reporting the environmental characteristics of electricity consumed in the State through the Environmental Disclosure Program
and the Clean Energy Standard.
