Western Climate Initiative

(WCI) is a regional initiative by western states and provinces of the United States, Canada, and Mexico. Participants include Arizona, California, Montana, New Mexico, Oregon, Utah, Washington, British Columbia, Manitoba, Ontario, and Quebec. Observing entities include Alaska, Colorado, Idaho, Kansas, Nevada, Wyoming, Saskatchewan, and the Mexican states of Baja California, Chihuahua, Coahuila, Nuevo Leon, Sonora, and Tamaulipas.

The WCI is intended to reduce greenhouse gas emissions in the region. Participants set an overall regional goal, develop market-based mechanisms to achieve that goal, and participate in a greenhouse gas registry.
