EmPower for Landlords
Fewer worries make for happier tenants - that’s good for you, too.
What’s in it for you:
- Energy efficiency measures such as: insulation, draft reduction, and upgraded appliances and lighting—at no charge to you or your tenant
- Tenants who are less stressed financially, more stable and better able to make their rent payments
- An accurate and up-to-date health and safety check.
Tenants are eligible if:
- The building has 100 units or less and
- They either participate in a utility payment assistance program or have a household income of less than 60% of the state median income (i.e. HEAP-eligible).
If you have tenants that might be eligible for the program, simply call 1-800-263-0960 and an EmPower team member will walk you through the process for helping them apply. Those that are approved will be notified usually within 4–6 weeks and then contacted by a contractor to schedule the energy assessment and upgrades.
What to Expect
Read about what your tenants can expect when they participate in the EmPower program. As a landlord, you are welcome to attend the home assessment and/or be on hand when any further home performance measures are implemented.
And the Cost Is…Free
When EmPower provides services to a single family home, or a single apartment, there are a number of improvements and upgrades that—if the eligible tenant directly benefits—are provided without a nickel of your own money. Landlord investment may be required, however, if EmPower is providing services to multiple units in a multifamily building.
Quality Work Done by Quality People
NYSERDA has selected Honeywell International to assist NYSERDA in running the EmPower New York program. The Honeywell team members are energy efficiency professionals. They manage the process, and depending on what your tenants need, will send out a qualified participating contractor.
Services are provided by a contractor accredited by the Building Performance Institute, your assurance that they’re applying the latest knowledge and technology to energy efficiency in your building.
Not only will they make the energy upgrades in your rental units, but they’ll show your tenants additional ways to reduce energy usage on a daily basis, saving you both even more money.

It's Free - Really!
NYSERDA's EmPower New York program offers no-cost energy efficiency services to low-income (i.e., HEAP-eligible) homeowners and renters. These services include lighting and appliance upgrades and home performance measures. On-site energy education offers customers additional strategies for managing their energy costs. The services are provided by contractors accredited by the Building Performance Institute (BPI).
