Partner with NYSERDA to become an Affiliated HVAC Contractor

Builders of New York ENERGY STAR Certified Homes must hire HVAC contractors which are affiliated with an EPA HVAC Quality Installation Training and Oversight organization (H-QUITO). NYSERDA is recognized by the EPA as an eligible H-QUITO. HVAC Contractors may choose to become affiliated with an alternative organization to fulfill EPA’s H-QUITO requirements. A list of alternative H-QUITO organizations that are recognized by the EPA and therefore eligible in New York State may be viewed under Step #5 in the How to Become a New York ENERGY STAR Certified Home Builder Section.

To become formally affiliated with NYSERDA as a HQUITO, HVAC contractors must complete the following:

Step 1: Download and read the U.S. Environmental Protection Agency (EPA) requirements for the ENERGY STAR Certified Homes program, including the HVAC Quality Installation Contractor Checklist. The Technical Guides for the ENERGY STAR Inspection Checklists are available at the Building America Solutions Center.

Step 2: Download and read NYSERDA’s requirements for Heating, Ventilating & Air Conditioning Contractors [PDF].

Step 3: Download and read the Low-rise Residential New Construction Program Partnership Agreement [PDF], which outlines essential details regarding each HVAC Contractor's business partnership with NYSERDA.

Step 4: Complete the NYSERDA-Sponsored online orientation session for ENERGY STAR HVAC Quality Installation.

Step 5: Apply to become a credentialed contractor affiliated with NYSERDA as the HVAC Quality Installation Training and Oversight (H-QUITO) Organization, by filling out and submitting the HVAC Contractor Signature Form [PDF]. Once we’ve approved partnership, you will be listed as a NYSERDA H-QUITO affiliated HVAC Contractor on our website.

Step 6: Attend the NYSERDA-Sponsored HVAC Quality Design, Installation and Commissioning Seminars within 90 days from the execution of the Signature Form, for all required employees, subcontractors, or vendors.

Step 7: Partner with a Builder. Use NYSERDA’s Resource Locator Map to find builders of New York ENERGY STAR Certified Homes near you.

Step 8: Maintain at least the minimum professional certifications for individual(s) responsible for HVAC system installation and/or commissioning.
