Wind Incentives for Eligible Installers(17397)

Background

In an Order issued in June 2006, the New York State Public Service Commission authorized funding for a Renewable Portfolio Standard (RPS) Customer-Sited Tier (CST) Program through 2009 at $45 million, which allocated 10% of these funds ($4.5 million) to small wind systems. The Order also directed the development of a CST Operating Plan, which through its implementation would, by 12/31/09, encumber 1,800 MWh of annual generation produced by small wind systems, with an associated capacity of 1.8 MW. The CST Operating Plan was approved on February 12, 2007.

Project Description

This project supported the installation and monitoring of a wind turbine at CnL Paca Farm. A Southwest Skystream 2.1 kW wind turbine was installed on a 60-foot monopole tower.

Benefits

Wind energy contributes to the public benefit by enhancing the reliability of the grid, reducing peak demand, increasing in-state electricity generation, increasing the diversity of the state’s energy supply portfolio, and making the electric supply market more competitive by promoting consumer choice. This non-polluting source of electric generation reduces New York dependence on fossil fuels and helps reduce the emission of greenhouse gases. The operation of on-site wind turbines contributes to the megawatt-hour and megawatt goals identified in the Operating Plan for the RPS CST Program.

Project Results

By installing this wind turbine, the CnL Paca Farm will produce about 2,800 kWh of clean, renewable electricity every year. They will also reduce their need to purchase electrical energy by 14 percent. Every $1.00 of NYSERDA funding leveraged $3.70 in additional funding.
