Customer-Sited Wind Turbine Incentive(21339)

Background

In an Order issued in April 2010, the New York State Public Service Commission authorized a continuation of funding through 2015 for a Renewable Portfolio Standard (RPS) Customer-Sited Tier (CST) Program at $429 million, with 4% of the funds ($18.175 million) allocated to on-site wind systems. The Order also directed the development of a revised CST Operating Plan that would, through its implementation, by year's end 2015, encumber 18,351 MWh of annual generation produced by on-site wind systems, with an associated capacity of 10.5 MW. The CST Operating Plan was submitted on June 25, 2010.

Project Description

This project supported the installation and monitoring of a wind turbine at a residential property in Phelps, Ontario County. An Xzeres 110HV 2.5 kW wind turbine was installed on a 100-foot self-supported lattice tower.

Benefits

Wind energy benefits the public by enhancing the reliability of the grid, reducing peak demand, increasing in-state electricity generation, increasing diversity in the state’s energy-supply portfolio, and making the electric-supply market more competitive by promoting consumer choice. This non-polluting source of electric generation reduces New York's dependence on fossil fuels and helps reduce emission of greenhouse gases. The operation of on-site wind turbines contributes to the megawatt-hour and megawatt goals identified in the Operating Plan for the RPS CST Program.

Project Results

By installing this wind turbine, this residence will produce about 2,489 kWh of clean, renewable electricity every year. The users will also reduce their need to purchase electrical energy by 17%. Every $1 of New York State Energy Research and Development Authority funding leveraged $3.07 in additional funding.
