Mandatory Hourly Pricing and CHP(ST9930-1)

Day Ahead Hourly Pricing (or Hourly Pricing) of electricity is seen as a way to help reduce system peaks and improve the efficiency of electric markets. Large customers in Con Ed and National Grid service territories have recently become subject to mandatory hourly pricing, and the trend indicates that more and more customers will be subjected to hourly pricing over time. At this point, the impact of hourly pricing on CHP system design, operation, and economics is unknown. This uncertainty could negatively impact CHP adoption.

Project Description

A quantitative analysis will be performed involving detailed modeling, on an hourly basis, of representative sample projects in major NYS CHP markets. The model will focus on coincident thermal and electric loads, rates, and policy scenarios. Tasks will include site selection, rate analysis, hourly data development, tailoring of a monthly bill calculator, and scenario analysis. Results will include information about CHP operating strategies, economic payback and ROI, technology choice, and the use of third party suppliers. A white paper will be prepared to explain the results and address the micro level ramifications of mandatory hourly pricing on CHP in New York. A Mandatory Hourly Pricing Guidebook for the CHP Community will also be developed.


This study will provide useful information to current and future CHP sites that have, or may become subject to mandatory hourly pricing of electricity.
