Technical Consulting Services for Review of Lignocellulosic Ethanol Production Proposals(ST9673-1)

The New York State Energy Research and Development Authority (NYSERDA) assisted the New York State Department of Agriculture and Markets (NYSDAM) in evaluating the technical and business development aspects of proposals submitted under the NYSDAM RFP, Construction of a Cellulosic Ethanol Pilot Production Facility.
The NYSDAM RFP sought proposals to construct and operate a pilot-scale lignocellulosic ethanol production facility. Successful proposers were required to clearly illustrate how the proposed pilot facility will lead to commercial ethanol production from lignocellulosic feedstock in New York State. Proposal requirements included performance targets, a commercialization plan, and a plan to fund the project for three years of plant operation. The NYSDAM RFP generated proposals that propose either of two main technical processes to produce ethanol: fermentation or thermal gasification.
The goal of this project was to evaluate the engineering, scientific, and business aspects of assigned proposals from the NYSDAM RFP to provide NYSERDA and NYSDAM with an assessment of the likelihood of success and to recommend, as necessary, steps that could increase the likelihood of success.
RFQ 1078 provided value added suggestions to help improve the probability of success of the projects selected under the NYSDAM RFP. The consultants selected under NYSERDA’s RFQ 1078 conducted a detailed engineering and business due diligence of the proposals to assess the likelihood of the proposed pilot plant meeting the performance targets.
1) evaluated assigned proposals
2) provided strategic guidance, and
3) prepared timely summaries, by October 31, 2006, of the technical and business aspects for each of the proposals assigned by NYSERDA. Results were used by NYSERDA and NYSDAM staff in their evaluations of the NYSDAM RFP.
