Pre-Development of Delaware Wind Energy Project(ST9005-1)

Delaware Wind Energy, LLC


Delaware County Electric Cooperative (DCEC) selected three wind sites in Delaware County after a preliminary wind resource assessment, transmission interconnect feasibility, and an initial screening analysis. The three sites could yield as much as 95-170 MW installed wind capacity. The work was conducted by a partnership between a private developer, Wind Works, LLC, and DCEC, a not-for-profit rural electric cooperative. The partnership is called Delaware Wind Energy, LLC.

Project Description

Delaware Wind Energy, LLC conducted traditional wind project pre-development activities at several sites in Delaware County.


The project resulted in data that may help develop windy sites. The sites were studied for development opportunities, with the objective of selling renewable power in New York State’s wholesale market. Wind farm development in Delaware County could leverage a sustainable resource, provide a source of economic development to the watershed region, and reduce dependence on fossil fuel-based power generation in the State.

Project Results

Specific objectives included: 1) negotiating option agreements with property landowners; 2) conducting public education and outreach; 3) installing meteorological towers; 4) monitoring and analyzing wind resource data; 5) initiating interconnection procedures with NYISO; 6) beginning the permitting process; and, 7) conducting preliminary pre-construction technical studies and site design. Some of the objectives that involved actual wind site development were not achieved, but may be performed in the future by a third-party wind developer at some sites.
