Offshore Lake Erie Wind Farm(ST9001-1)

As part of the ‘Shoreline Wind Study’, NYSERDA worked with Erie County to attract wind development to the shoreline of Erie County. As a result of that initial project, BQ Energy is pursuing development of a wind farm on the former Bethlehem Steel Site. This project expands the area of interest by looking at the feasibility of installing 100MW of wind in Lake Erie. The Project Team is Erie County, BQ Energy, and Ecology & Environment. In addition, AWS Truewind will provide wind consultations, and Ramboll Wind will provide design services for offshore foundations and other civil works.

Project Description

This project will establish the feasibility and optimal development plan for a wind farm in the eastern section of Lake Erie. The scope will address economics, siting, legal aspects, site control, developing a permitting roadmap, identifying interconnection points; as well as conducting initial stakeholder meetings, establishing design parameters, researching ice resistant foundations, and interviewing key suppliers.


This project could lead to the realization of over 100 MW of wind energy capacity situated in the near shore of the Buffalo region of Lake Erie.

Project Results

There are many complex technical and regulatory issues associated with constructing a wind plant in Lake Erie. Constructing a wind plant in Lake Erie is technically feasible - a project can be built to withstand the wave and ice environments. Issues that need to be addressed include stakeholder acceptance, site control, power sales, tax regime uncertainties, and uncertainty in permit timing.
