Cold Spring Wind Project(ST8744-1)

Background

Everpower Global Corporation (EGC) is a newcomer to the wind industry, having as its principal mission the development of sustainable sources of energy production, primarily wind and solar. Its principals have been active in the independent power production industry before starting EGC. EGC teamed with Renewable Energy Systems, an internationally recognized leader in the development of wind projects.

Project Description

EGC conducted traditional wind project pre-development activities at a large (5000+ acres), forested site in Cold Spring, New York.

Benefits

The site was expected to support 59 MW of rated wind capacity. The project was a bit unique in that it sought to understand the prospects for developing a heavily forested site involving limited tree removal. Unfortunately, the project was terminated due to low wind resources at the site.

Project Results

Researchers explored: 1) acquisition of land-rights; 2) the measurement of wind resources by erecting on-site anemometry and conducting desk-top analyses on wind resource strength and qualities; and 3) the assessment of environmental and community acceptance, including preliminary environmental assessments necessary to determine prospects for project permitting and execution of a community outreach program. Measured wind resources, however, were lower than expected. Work was therefore terminated before some planned activities were completed, including exploration of: 1) electrical generation potential, including transmission grid access capability; and, 2) project costs associated with wind generation at a selected site in Cold Spring, New York. The market for wind development is risky. This project originally seemed attractive because the site was owned by one landowner, was fairly remote, and had nearby transmission lines. Preliminary wind assessments indicated adequate wind speeds, but actual measurements over one year indicated wind speeds of 6.1 meters per second were not adequate to support a wind project under current economic conditions. Generally, a wind speed of 6.5 meters per second is the required threshold for economic development. The Contractor has chosen not to pursue the project unless current economic conditions change.
